ATCO Electric's Climate Adaptation and Reliability (CAR) Team is to reshape the future of utility resilience and reliability through fortifying our systems against the escalating impacts of climate change. We are accepting applications for a new and exciting leadership opportunity in our electricity business, supporting the deployment of capital investment in our core utility infrastructure. The Procurement Manager is responsible for leading the procurement and contract administration of strategic turn-key Engineer, Procure, and Construction (EPC) scopes of work; a role offering an opportunity for strategy development, critical thinking, and growth

The Procurement Manager leads vendor relationship, and partnership management, leads market solicitation, negotiates contracts, and resolves contract issues and/or disputes; all using expert knowledge and following industry best practice.

Responsibilities:

  • Translates corporate and/or business division goals into achievable departmental objectives.
  • Assigns work and is accountable for the outcome.
  • Sets goals, manages expectations and performance.
  • Develops and implements resourcing plans.
  • Updates leadership on status of critical work, team performance, and required support.
  • Uses critical thinking and comprehension to interpret and translate daily interactions into work tasks, risks, and mitigation plans.
  • Coaches and mentors' staff, junior team members, stakeholders, and other departments on the interpretation and training of purchasing strategies, purchasing policies, and process.
  • Leads vendor development, relationship, and partnership management.
  • Develops and implements procurement strategies based on strategic priorities and work scope requirements.
  • Coordinates and/or directs the packaging of deliverables for market solicitation purposes.
  • Develops procurement and market solicitation packages including, but not limited to:
    • Requests for Expression of Interest
    • Requests For Information
    • Requests For Qualifications
    • Requests for Proposals
    • Invitation to Bid
    • Requests for Quotation
  • Maintains compliance with internal and external procurement policies, practices, and competitive bidding laws, including AESO procurement rules where applicable.
  • Evaluates competitive bids and other vendor packages for compliance and makes recommendations for award or further action.
  • Negotiates terms and conditions of contracts and establishes contractual agreements with suppliers / contractors.
  • Recommends, institutes, tracks, and monitors contract security requirements such as Letters of Credit, Performance Bonds, etc. based on expert judgement and industry best practice.
  • Delegates the issuance, creation, and approval of requisitions, purchase orders and contract change orders in accordance with financial policy.
  • Leads process and coordinates with stakeholders to resolve contract issues and/or disputes.
  • Develops and implements new and/or changes process where required to align with new Engineer, Procure, and Construct (EPC) execution models.
  • Effectively communicates and coordinates with all internal and external customers.
  • Provides superior customer service with respect to all procurement and contract administration activities.
  • Ensures contract financial forecasts, accruals, and actual spend are captured and reported following required accounting processes.
  • Tracks and analyzes major spend categories.
  • Coordinates common reporting of contractor usage in collaboration with other departments.
  • Provides supporting documentation for AESO procurement reporting.
    • Development of procurement strategies and market solicitation packages for EPC style contracts
    • Preparation of contracts, contract administration, and contract law
    • Contract negotiation and resolving contract issues and/or disputes

Qualifications:

  • Bachelor's Degree in Business Administration, Commerce, Supply Chain Management or equivalent.
  • Preference for those that have completed a master's degree.
  • Designated as a Certified Professional in Supply Management (CPSM).
  • Minimum of 10 years of experience in procurement and supply chain with 5-8 years in supervisory / management roles.
  • Expert knowledge and experience with:
  • Experience in electrical transmission and/or distribution utilities is considered an asset.
  • Experience with AESO procurement rule is considered an asset.
  • Exceptional interpersonal skills (both written and oral).
  • Exceptional analytical and problem-solving skills.
  • Exceptional team player.
  • Ability to influence and lead others within a matrix organizational structure.
  • Ability to prioritize completion of deliverables and meet commitments.
  • Proficient in the use of MS Office suite of products, including Outlook, Work, Excel, PowerPoint, MS Teams, and the use of SharePoint sites.
