The Role

The Head of Procurement oversees CWB Financial Group's procurement operations, which encompass sourcing, procure-to-pay (P2P) processes, contract management, and Third-Party Risk Management (TPRM) support. This role aims to optimize purchasing costs while delivering value and mitigating risks, all without compromising the quality of customer service and satisfaction.

Formulate and articulate a procurement strategy that sets ambitious standards and introduces innovative practices. Define and implement long-term departmental objectives, emphasizing cost-effectiveness and operational efficiency. Promote ongoing collaboration with CWB Financial Group departments and partner organizations to enhance standards and practices, ensuring alignment with our strategic goals. Create a comprehensive sourcing strategy, conduct thorough market analysis, and lead competitive procurement initiatives. Manage all facets of the Coupa Business Spend Management platform, ensuring efficient procure-to-pay operations. Effectively oversee and communicate procurement standards, contracts, vendor performance, and third-party risk management. Build and maintain strong relationships with key partners and stakeholders, understanding their unique requirements and dynamics. Advocate for the value of procurement, operating it as a well-managed professional services entity. Serve as the primary contact for procurement and third-party risk management inquiries, ensuring policy and procedure alignment across all departments. Manage the annual Procurement budget, tracking key performance indicators and focusing on continuous improvement. Enhance the skills and competencies of our procurement team, emphasizing training, development, and knowledge sharing. Maintain strong partnerships with strategic suppliers to ensure consistent achievement of cost, quality, and delivery objectives. Lead all procurement management functions, including market research and competitive processes.

Ideal Candidate

The successful candidate will possess a proven history of strategic leadership, a comprehensive understanding of procurement processes, exceptional financial insight, and the ability to cultivate strong supplier relationships. They will be recognized as a strategic thinker with robust business and financial acumen, driving innovation, change, and process enhancements. They will be an outstanding communicator, influencer, and negotiator, capable of establishing and maintaining strong partnerships with key stakeholders.

Essential Qualifications

Post-secondary education in Finance, Commerce, Business Administration, or a related field with a focus on Procurement. Relevant industry certifications, such as Supply Chain Management Professional (SCMP), Certified Professional in Supply Management (CPSM), or Certified Supply Chain Professional (CSCP). Six Sigma and/or LEAN certification.

Professional Experience

7+ years of experience in Procurement, Sourcing, and Relationship Management, overseeing large, complex portfolios, with at least 3 years in supplier risk management. 3+ years of senior leadership experience. Familiarity with OSFI B-10 Outsourcing of Business Activities, Functions, and Processes. Experience in managing stakeholder interactions and relationships while leveraging strong customer service and consulting skills. Knowledge of procurement law and regulations. In-depth understanding of sourcing and procurement principles and best practices. Strong negotiation skills for large commercial agreements. Experience with contemporary sourcing and procurement systems. Knowledge of enterprise risk management and business continuity planning. Proficient in finance and accounting related to budgeting, cost management, financial accounting, treasury, and risk management. Excellent skills in MS Office (Word, Excel, MSQuery, Access, PowerPoint). Willingness to travel as necessary.
