As a pivotal member of the IT Procurement team, the IT Services Procurement Manager is responsible for overseeing the successful execution of procurement initiatives and contracts within their designated portfolio.
This role entails leading a team of IT Procurement Specialists, Analysts, and Officers in the formulation, procurement, and implementation of contracts and master agreements utilizing various procurement strategies.
Key responsibilities include team leadership, client relationship management, and adept conflict resolution to ensure streamlined processes that cater to both vendor and client requirements.
The IT Services Procurement Manager serves as the primary liaison for all procurement and contracting inquiries across a comprehensive portfolio that may encompass multiple Divisions and/or Ministries.
The IT Procurement team is tasked with managing the entire lifecycle of supplier engagement, from procurement and negotiation to execution and conclusion of Government of Alberta (GoA) services.
Responsibilities also include strategic procurement planning to uphold the highest standards of procurement excellence.
The role emphasizes best practices in IMTI (Information Management Technology) Procurement Management, fostering efficient operations.
Building and nurturing collaborative relationships with clients and vendors is essential, alongside initiating staffing requirements and enhancing business processes to align with operational and management priorities.
The ideal candidate will possess strong negotiation skills, particularly in high-stakes scenarios, and demonstrate sound judgment in assessing risks, constraints, and the scope of contracts.
This position involves leading a specialized team of IT Procurement professionals, focusing on leadership, mentorship, effective coaching, and staff development.
The role requires maintaining robust relationships and strategic partnerships to facilitate province-wide procurements, vendor management, and master agreement acquisitions.
A university degree in a relevant field such as Business Administration or Supply Chain Management is required, along with approximately four years of directly related experience, preferably in IT Procurement, Contract Management, or Vendor Relationship Management.
Assets:
- Familiarity with Information Technology methodologies.
- Understanding of Risk Management methodologies and experience in implementing risk management strategies.
- Comprehensive knowledge of procurement processes, consultation, negotiation, and contract management.
- Awareness of the Procurement framework and Canadian trade agreements.
- Insight into Government policies and legislation and their practical applications.
- Knowledge of IT Service Management (ITSM), ITIL (IT Infrastructure Library), and COBIT (Control Objectives for Information and Related Technology) frameworks.
- Proficiency in Project Management methodologies.
This is a permanent, full-time position with a standard workweek from Monday to Friday.
