The Infrastructure Division at Morrison Hershfield specializes in planning, design, and construction administration for municipal infrastructure projects, including watermain, stormwater, sanitary systems, roadways, transit/rail, and bridges. We are currently seeking a Municipal Contract Administrator to enhance our Field Services team, conducting fieldwork in the greater Toronto area from our Markham office. This role is pivotal in delivering inspection services to our municipal clients. With the expansion of business opportunities in the local area and beyond, this position offers significant potential for professional growth in technical development and project management.

Key Responsibilities:

  • Facilitate site meetings and document minutes.
  • Organize and manage the administration of medium to large contracts.
  • Ensure contract work adheres to plans, procedures, specifications, and quality standards.
  • Review contract documents and identify any discrepancies in design.
  • Authorize work and process progress payments.
  • Conduct inspections to verify compliance.
  • Evaluate contractor work against drawings and related documents.
  • Perform site surveys to confirm the scope of work and gather necessary information.
  • Coordinate site access and execute surveys.
  • Compile field data into reports for project designers.
  • Draft contract specifications, construction staging, and traffic management plans.
  • Assess the scope of work for projects.
  • Monitor staffing levels and provide guidance to junior staff as needed.
  • Oversee the construction budget and liaise with clients to issue invoices appropriately.
  • Coordinate with service providers for specialized inspections and testing to ensure compliance with agreements.
  • Address contractor inquiries and misconceptions in collaboration with construction staff.
  • Maintain a digital record of contractor activities.
  • Ensure that contract work progresses according to approved designs and specifications.
  • Execute work within established guidelines and procedures.
  • Manage multiple assignments effectively.

Qualifications:

  • Post-secondary degree or diploma in Civil Engineering or related field.
  • Minimum of 6 years of experience in municipal contract administration.
  • Proven experience in Construction Administration as a Contract Administrator or equivalent, with involvement in similar Ministry of Transportation Ontario (MTO) or municipal projects valued between $5,000,000 and $15,000,000.
  • Registration as a Professional Engineer with PEO or as a Technician/Technologist with O.A.C.E.T.T., with the ability to obtain Road Construction Contract Administration (RCCA) designation.
  • Prior training in MTO T131 Advanced Claims Dispute Resolution is advantageous.
  • Experience in a municipal environment is beneficial.
  • Familiarity with Ontario Provincial Standards and Specifications (OPSS), Contract Documents, and relevant legislation.
  • Knowledge of construction methods, materials, and survey layout.
  • Proficient in Microsoft Office applications (Word, Excel, Access).
  • Experience with MS Project or Primavera is a plus.
  • Familiarity with Builterra is an asset.
  • Strong verbal and written communication, time management, negotiation, conflict resolution, problem-solving, and organizational skills.
  • A valid Ontario 'G' Driver's License and access to a vehicle.
