The Infrastructure Division at Morrison Hershfield specializes in planning, design, and construction administration for municipal infrastructure projects, including watermain, storm, and sanitary systems, as well as roadways, transit systems, and bridges. We are currently seeking a Municipal Contract Administrator to enhance our Field Services team, conducting fieldwork in the greater Toronto area from our Markham office. This role is pivotal in delivering inspection services to our municipal clients. As our business continues to grow, this position offers significant opportunities for professional development and advancement in project management.

Key Responsibilities:

  • Facilitate site meetings and document minutes.
  • Organize and oversee the administration of medium to large contracts.
  • Ensure compliance with plans, procedures, contract specifications, and quality standards.
  • Review contract documents and designs for potential errors.
  • Authorize work and manage progress payments.
  • Conduct inspections to verify adherence to specifications.
  • Examine contractor work against drawings and contract documents.
  • Perform site surveys to confirm the scope of work and gather necessary information.
  • Coordinate site access and conduct surveys.
  • Compile field data into reports for project designers.
  • Draft contract specifications, construction staging, and traffic management plans.
  • Evaluate the scope of work.
  • Monitor staffing levels and provide guidance to junior staff as needed.
  • Manage construction budgets and liaise with clients to issue invoices as required.
  • Coordinate with service providers for specialized inspections and testing.
  • Address contractor inquiries and misconceptions in collaboration with construction staff.
  • Maintain digital records of contractor activities.
  • Ensure that contract work aligns with approved designs and specifications.
  • Perform tasks within established guidelines and practices.
  • Effectively manage multiple assignments.

Qualifications:

  • Post-secondary degree or diploma in Civil Engineering or Civil Engineering Technology/Technician.
  • A minimum of 6 years of experience in municipal contract administration.
  • Demonstrated experience in Construction Administration as a Contract Administrator or equivalent, with a focus on similar municipal projects valued between $5,000,000 and $15,000,000.
  • Registration as a Professional Engineer with PEO or as a Technician/Technologist with O.A.C.E.T.T., along with Road Construction Contract Administration (RCCA) designation or the ability to obtain it.
  • Prior training in MTO T131 Advanced Claims Dispute Resolution is advantageous.
  • Experience in a municipal environment is preferred.
  • Familiarity with Ontario Provincial Standards and Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), and relevant contract documents.
  • Knowledge of construction surveying and layout techniques.
  • Understanding of construction methods and materials.
  • Awareness of relevant legislation, including the Occupational Health and Safety Act and Environmental Protection Act.
  • Proficiency in Microsoft Office Suite (Word, Excel, Access).
  • Experience with MS Project or Primavera is a plus.
  • Familiarity with Builterra is an asset.
  • Strong verbal and written communication skills, along with effective time management, negotiation, conflict resolution, problem-solving, and organizational abilities.
  • A valid Ontario 'G' Driver's License and access to a vehicle.
