Main Purpose and Function
This Senior Project Coordinator role focuses on ensuring effective project execution within the Facilities Planning and Development branch. The primary goal is to enhance project delivery moving forward, emphasizing scope, schedule, and budget to guarantee the City receives optimal value for its investments in the most efficient and financially sustainable manner, in alignment with the City's strategic objectives. The Project Coordinator will also lead project teams in the design, construction, and execution of civic capital projects.

Specific Duties and Responsibilities

  • Ensures consistency and quality in project execution across Facilities Planning and Development, including refining and updating project management policies, procedures, and tools.
  • Develop project descriptions and/or conceptual plans to illustrate project requirements for justification.
  • Prepare project budgets and reports for approval by senior management.
  • Act as the City's representative, liaising between consultants, clients, and City Departments regarding project programs, design, construction, and contracts.
  • Manage projects to ensure compliance with program requirements, including the City's sustainability policies.
  • Monitor project progress related to budget, schedule, sustainability, quality, and completeness; identify issues; evaluate alternative approaches to meet targets.
  • Ensure projects meet all program requirements and are delivered within approved budgets and timelines.
  • Review tenders and construction documents and obtain bids.
  • Evaluate plans at various stages for conformity with program requirements, cost-effectiveness, and inclusion of requests made through correspondence or meetings.
  • Review change orders, progress payment certificates, and recommend payments.
  • Maintain project cost data and issue monthly reports.
  • Inspect construction to ensure general conformity with contract documents.
  • Review consultants' testing reports and recommend actions as necessary.
  • Evaluate legal agreements with consultants and contractors, recommending actions as appropriate.
  • Review and recommend change orders and invoices.
  • Represent the Department on City committees as required.
  • Act as the City's Project Manager in meetings.
  • Assist other City Departments in managing Amenity Bonus spaces, including liaising with the Law Department on related agreements.
  • Create and update technical guidelines for civic facility delivery.
  • Prepare service level agreements as part of lease agreements for City-owned facilities.
  • Provide technical oversight of spaces delivered to the City through private developments or other partners.
  • Perform other duties/responsibilities as assigned.

Qualifications
Education and Experience:

  • Project Management training/certificate such as a PMP designation.
  • University Degree in Architecture or Engineering, or a related field, plus a minimum of six years of proven and progressive project management experience in facility development, or an equivalent combination of education and experience.
  • Experience in the design and construction of civic buildings.
  • Experience managing civic buildings and related facilities.
  • Experience estimating costs for various building projects, materials, and methods.
  • Extensive experience preparing construction specifications and consulting agreements.
  • Experience in preparing and managing capital budgets.

Knowledge, Skills, and Abilities:

  • Extensive knowledge of institutional building design and construction practices.
  • Familiarity with Municipal Permit practices.
  • Considerable knowledge of building costs, materials, methods, and types of construction.
  • Ability to review, analyze, and critique building plans, specifications, and contract documents effectively.
  • Ability to engage effectively with architects, engineers, contractors, City Departments, and the public to foster cooperative working relationships.
  • Ability to analyze complex situations, determine appropriate actions, and prepare related reports for discussion.
  • Ability to write clear, concise, and comprehensive reports.
  • Excellent interpersonal and written communication skills.
  • Results-oriented with the capability to manage multiple projects under tight timelines.
  • Knowledge of the City's suite of business programs: Word, Excel, PowerPoint, Outlook, etc.
  • Valid Driver's License for the Province of BC.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program, allowing staff to work remotely from locations that are a daily commutable distance from their work at a City worksite. This position is eligible to participate in the Flexible Work Program.
