Position Overview

As a vital member of the Finance team at Halton Healthcare, the Compensation and Benefits Analyst plays a crucial role in ensuring precise payroll management for approximately 5,200 employees, including full-time, part-time, and casual staff. Utilizing Meditech and API eScheduling systems, this position is responsible for maintaining strict controls and confidentiality over payroll information.

Key Responsibilities
  • Payroll Processing: Oversee the complete bi-weekly payroll cycle, ensuring timely submission of all payroll files to the banking institution.
  • Government Remittances: Reconcile and process all statutory remittances for Halton Healthcare and its Foundations, ensuring compliance with legislative deadlines.
  • Adjustments and Deductions: Prepare and manage unscheduled deductions and payroll modifications, ensuring adherence to hospital policies and collective agreements.
  • Collaboration: Work closely with departmental timekeepers to facilitate effective communication regarding payroll matters.
  • Employee File Audits: Review and audit changes made by Human Resources, processing all necessary adjustments.
  • Training: Conduct monthly payroll training sessions for timekeepers and management personnel.
  • Audit Preparation: Compile and reconcile the bi-weekly audit file for review by the Payroll Coordinator and Controller.
  • Benefit Account Management: Prepare and balance all monthly employee benefit accounts with the General Ledger.
  • Month-End Close: Complete payroll month-end close processes, including journal entries and account reconciliations.
  • Pre-Authorized Payments: Prepare monthly pre-authorized payments for parking and benefits.
  • Annual Audit Support: Assist the Payroll Manager during the annual payroll audit with external auditors.
  • Pension Reconciliation: Reconcile employee pension deductions and liaise with Human Resources regarding pension-related inquiries.
  • Documentation for Terminations: Prepare necessary documentation and payments for terminated employees and those on leave, ensuring compliance with legal requirements.
  • Process Improvement: Actively engage in the continuous enhancement of payroll processes, including leading projects.
  • Occupational Health Liaison: Collaborate with Occupational Health to ensure accurate reporting for Short-Term and Long-Term Disability claims.
  • Year-End Processing: Assist with year-end payroll processing and reconciliations.
  • Workflow Collaboration: Work with Human Resources and the ICT Department on workflow creation, testing, and troubleshooting.
  • System Management: Serve as the primary contact for Meditech, ensuring dictionary maintenance and resolving system issues.
  • Professional Development: Participate in ongoing professional development to stay current with payroll practices and related systems.
  • Additional Duties: Perform other related responsibilities as assigned.
Qualifications

  • Certification: A Payroll Compliance Practitioner designation is required; additional payroll certifications are advantageous.
  • Education: A diploma or university degree is mandatory.
  • Experience: A minimum of 5-7 years of progressive payroll experience is essential.
  • Preferred Background: Experience in a hospital or large not-for-profit organization is preferred.
  • Work Environment: Proven success in a fast-paced, high-complexity, and high-volume work setting is required.
  • Problem-Solving Skills: Ability to remain solution-oriented in challenging situations.
  • Financial Reporting Knowledge: Demonstrated understanding of financial reporting is necessary.
  • Technical Skills: Proficiency in large ERP systems and intermediate Microsoft Excel skills; Meditech experience is a plus.
  • Communication Skills: Excellent verbal and written communication skills, with the ability to engage effectively at all organizational levels.
  • Independence: Ability to work autonomously with minimal supervision.
  • Attention to Detail: Must be innovative, detail-oriented, and proactive.
  • Organizational Skills: Strong analytical and organizational skills, with the ability to prioritize and multitask in a dynamic environment.
  • Physical Requirements: Must be able to sit, stand, walk, and occasionally lift and/or carry approximately 20 lbs.
