Position Overview

Bechtel Corporation is in search of a Pricing Strategy Manager who will oversee the owner-side functions associated with a progressive design-build initiative, aiming to establish a mutually agreeable pricing structure with our contractor. Responsibilities encompass risk management, estimation, financial reporting, and scheduling for a significant project within the Ontario Line Program. The Pricing Strategy Manager will lead a team of 3 to 5 professionals, ensuring comprehensive oversight across all project control disciplines. You will champion the application of established proposal development methodologies, protocols, and standards. Collaboration is key, as you will work closely with the project director and foster strong relationships with contractor teams, functional staff, and partners/subcontractors. A strategic mindset, excellent communication skills, and a curious approach are essential.

Key Responsibilities:

Oversee all aspects related to the formulation of the pricing strategy, including estimation, planning, risk assessment, reporting, and cost management. Deliver best practice Project Controls expertise across the program, integrating cost management, project scheduling, reporting, and risk oversight. Develop and implement existing client protocols, tools, and processes to facilitate effective monitoring and reporting during the pricing phase. Ensure optimal resource allocation for successful project delivery. Assist in the creation and execution of training initiatives. Establish key objectives and provide strategic direction for all Project Controls functions, including processes, procedures, systems, and resources. Lead Project Reviews and risk assessment workshops to ensure effective management of major projects concerning cost, time, and risk. Offer support, guidance, and expertise to the contracts and commercial team regarding pricing strategies. Exhibit high energy and drive, confidence tempered with humility, a competitive spirit, and collaborative teamwork, alongside creative and critical problem-solving skills.

Qualifications:

A bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience, or 17-19 years of applicable work experience. At least 15 years of experience, with a minimum of 10 years in the rail sector.

Essential Knowledge, Skills, and Abilities:

Proven expertise in project controls core processes and procedures, including cost management, planning, risk analysis, trend reporting, and information management. In-depth understanding of contract management core processes and procedures. Familiarity with planning/scheduling and cost engineering project activities. Technical and practical knowledge of engineering procurement, construction functions, and general business practices. Expertise in estimating and cost management workflows and systems. Awareness of competitive landscapes, targeted markets, and current industry developments. Exceptional oral and written communication skills, with the ability to present estimation data effectively to management and clients. Demonstrated leadership, supervisory, and administrative capabilities. Experience with risk management systems and the development of corporate and project risk strategies. Significant experience in leading, managing, and organizing diverse teams. Strong commercial and financial acumen, including budget monitoring and coordination. Experience in program scheduling and resource integration. Ability to propose innovative solutions while maintaining a strong client service ethic. Experience in guiding a team of varied backgrounds towards a unified project goal. Process-oriented with a keen attention to detail. Ability to work effectively in a team setting, inspiring and supporting colleagues. Outstanding organizational skills with the capacity to manage deliverables within tight deadlines. Excellent interpersonal, communication, and presentation skills.
