Project Overview:

Bechtel, in collaboration with key subcontractors, has been designated as the Delivery Partner within an Integrated Project Team for a significant subway project. This initiative involves the design, construction, operation, and maintenance of extensive infrastructure and rail systems, including multiple stations and new alignments, executed through major Public-Private Partnership contracts.

Position Summary:

The Package Contracts Manager will report to the Package Commercial Manager and functionally to the Project Contract Manager. This role entails overseeing all Contract Management activities for the designated Package and managing the assigned Contract personnel. The Package Contracts Manager is expected to exhibit professional oversight of package delivery, ensuring compliance with regulatory and stakeholder requirements, procurement processes, risk management, and construction expertise throughout all phases of the package work.

Responsibilities:

  • Implement the division of responsibilities matrix for various contract management tasks and adhere to standard work processes and procedures relevant to Contract Administration.
  • Coordinate with other project functions on activities impacting contractual rights, obligations, performance, and administration.
  • Manage complex contract modifications through negotiations with contractors and clients, achieving satisfactory settlements.
  • Engage with Integrated Project Team members to promote awareness of contract provisions, vendor performance, compliance with terms, and opportunities for schedule optimization and cost savings.
  • Review contractor progress reports for potential commercial implications and advise the project management team accordingly.
  • Oversee the review and approval of contractor progress payments and invoices, ensuring proper entitlement following payment demands.
  • Facilitate contract close-out, confirming that all commercial, documentary, and technical requirements are fulfilled prior to substantial completion.
  • Lead a team of assigned Contract personnel, providing support and coaching on effective Contract Management practices.
  • Assist the Package Commercial Manager with ad-hoc tasks and report preparation.

Qualifications and Skills:

Basic Qualifications:

  • Bachelor's degree in Business, Supply Chain Management, Engineering, or a related field, coupled with over 10 years of relevant experience.

Additional Qualifications:

  • In-depth knowledge of contract regulations, policies, and practices.
  • Specialized training or experience in pricing, contract law, negotiations, and accounting.
  • Experience in managing various contract types, fee arrangements, and terms.
  • Ability to develop and propose solutions to contractual challenges.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Capability to establish collaborative and effective relationships with stakeholders.
  • Familiarity with engineering and construction industry contracting practices and protocols.
  • Understanding of compliance with confidentiality protocols.
  • Confidence in engaging with senior management, client executives, and government representatives.
  • Demonstrated proficiency in oral and written communication.
