Project Overview:

Bechtel, in collaboration with key partners Bantrel and Comtech, has been designated as the Delivery Partner (DP) within an Integrated Project Team (IPT) for the Ontario Line Subway (OLS) Project. This project involves the design, construction, operation, and maintenance of infrastructure and rail systems for 15 stations and over 15 kilometers of new alignment, executed through major Public Private Partnership (P3) contracts and multiple Early and Advanced Works (EAW) contracts.

Position Summary:

The Package Contracts Manager will report directly to the Package Commercial Manager and functionally to the Project Contract Manager. This role entails overseeing all Contract Management activities for the designated Package and managing the assigned Contract personnel. The Package Contracts Manager is expected to exhibit professional oversight of package delivery, ensuring compliance with regulatory and stakeholder requirements, procurement processes, risk management, and demonstrating construction expertise throughout all phases of the package work.

Key Responsibilities:

  • Implement the division of responsibilities matrix for various contract management tasks and adhere to standard work processes and procedures relevant to Contract Administration.
  • Coordinate with other project functions on activities that impact contractual rights, obligations, performance, and administration.
  • Manage complex contract modifications through negotiations with contractor and customer personnel to achieve settlements.
  • Communicate effectively with IPT members to enhance awareness of contract provisions, vendor performance, compliance with contractual terms, and identify opportunities for on-time delivery and cost savings.
  • Review contractor progress reports for potential commercial impacts and advise the project management team accordingly.
  • Oversee the review and approval of contractor progress payments and ensure proper invoicing; proactively assess contractor entitlement following payment demands.
  • Facilitate contract close-out, ensuring all commercial, documentary, and technical requirements are met prior to substantial completion.
  • Lead a team of assigned Contract personnel, providing support and coaching on effective Contract Management practices.
  • Assist the Package Commercial Manager with ad-hoc tasks and report preparation.

Qualifications and Skills:

Basic Qualifications:

  • Bachelor's degree in Business, Supply Chain Management, Engineering, or a related field, accompanied by 10+ years of relevant experience.

Additional Qualifications:

  • Advanced understanding of contract regulations, policies, and practices.
  • Specialized training or experience in pricing, contract law, negotiations, and accounting.
  • Experience in managing various contract types, fee arrangements, and contract terms.
  • Proven ability to develop and recommend solutions to contractual challenges.
  • Proficiency in the MS Office suite (Word, Excel, PowerPoint, Outlook).
  • Ability to foster collaborative and effective relationships with internal and external stakeholders.
  • Working knowledge of contracting practices and policies within the engineering/construction industry.
  • Understanding of compliance with confidentiality protocols of both company and client.
  • Confidence in engaging with senior managers, client executives, and government agencies.
  • Demonstrated oral and written communication skills.
