The Public Service Commission (PSC) plays a pivotal role in enabling the Alberta Public Service (APS) to deliver programs and services that matter to Albertans. As one of the key central agencies, the PSC is responsible for leading the development of policies and programs that ensure Alberta has a professional, non-partisan, diverse, and inclusive public service that proudly serves Albertans. The Workforce Policy Branch is part of the Strategic Services and Public Agency Secretariat Division, providing strategic direction and oversight in the design, development, and integration of employer driven corporate workforce policies and programs. Areas of focus include compensation and job evaluation policy, group benefits and pension policy, workforce policy and policy coordination and strategic advisory services.

If so, the Workforce Policy Branch within the PSC has an exciting opportunity for you to contribute to effective, responsive and modernized compensation policy frameworks across the APS.

The policy lead is responsible to anticipate and identify program/policy gaps and opportunities, including developing innovative best practice solutions to complex compensation challenges, to position the PSC to support the organization’s strategic objective to attract, motivate and retain APS talent. You will ensure strategic policy advice is delivered consistently, efficiently, and effectively to senior organizational leaders, other PSC functional policy areas, HR client service delivery, client ministries, and other jurisdictional counterparts.

**Role Responsibilities**:

- Lead the strategic design, development, monitoring, maintenance and evaluation of APS pay plans and compensation policy framework, policies and directives through conducting extensive research, working collaboratively with stakeholders and managing government approval levers (e.g., briefing materials, including Ministerial Orders and related Cabinet and Treasury Board Committee decision making packages).
- Anticipate, identify, and address policy gaps to position PSC to support attraction and retention of APS talent and effectively respond to and resolve complex compensation policy challenges.
- Provide strategic compensation policy advice to PSC policy areas, client service delivery and senior and executive leadership.
- Lead and integrate enterprise-wide projects to maintain integrity and internal equity of compensation plans, including developing new or amended pay plans.
- Provide direction and support to ensure accurate and timely compensation research, analysis, options, costings and recommendations in partnership with PSC Negotiations and Policy and Treasury Board and Finance, Provincial Bargaining Compensation Office to support collective bargaining processes.
- Lead the development and analysis of environmental and cross-jurisdictional scanning and surveys, best practice research, data and trends analysis of base and total compensation for non-union employee groups to inform and support compensation policy development.
- Lead regulation (Public Service Employment Regulation) amendments, as well as directive/policy reviews as a result of cost containment initiatives and government direction.
- Provide information to senior leadership in preparation for session, public accounts, committee of supply, or to respond to public/media inquiries regarding APS compensation.

**Minimum Recruitment Standards**:
University graduation in a related field, preferably, with a specialization in human resources, commerce, business administration, public administration, public policy, supplemented with a minimum of five years’ experience in progressively responsible related compensation roles; or equivalent as described.

A related two-year diploma from a recognized post-secondary institution and seven years’ experience in progressively responsible related compensation roles; or

A related one-year certificate from a recognized post-secondary institution and eight years’ experience in progressively responsible related compensation rol
