This position will support the Branch leadership in policy development, business planning, strategy development and continuous improvement. This role will supervise, lead, guide and mentor a team of analysts tasked with policy writing, continuous improvement and integration accountability while balancing the needs of stakeholders, fiscal responsibility and timelines. The work of the professional standards, development and logistics team is high profile, complex and a priority of the branch.

A primary responsibility of the Team Lead is to contribute to the development of the continuous improvement methodology, assess, prioritize and align initiatives and policies for the branch. Through this responsibility, the Strategic Planning Analyst II must contribute to plan, organize, lead, control and implement the work of the following primary functions in the Branch.

This Team Lead will implement branch action plans and foster integrated approaches with internal and external stakeholders, using best and emerging practices and approaches meeting branch and corporate goals and priorities. The programs this role will support include; Peace Officer and enforcement programs, the Community Safety and Well-Being Strategy, Indigenous Framework including trauma-informed reconciliation opportunities between enforcement and the communities they impact, Diversity and Inclusion and the 30x30 initiative. The team will initiate, manage, and complete project work related to advancement of these plans, ensure projects are developed in a meaningful and effective way, with an inclusive lens while balancing evolving corporate needs.
- Develop, write, review and modernize branch policy and procedures, including maintenance of an inventory and update schedules
- Provide strategic support, guidance and advice to the Branch Leadership Team when strategic planning for the branch and sections, developing work and/or project plans, and taking on new projects
- Work across the branch to support and clarify the translation and interpretation of strategies, initiatives and direction into operational plans
- Subject matter expertise and an essential branch resource to lean on for implementation of strategies and initiatives as outlined in the section work plan
- Facilitate and support the branch by integrating corporate and branch initiatives into the strategic and business planning processes resulting in developing and maintaining strategic plans and initiatives, ensuring alignment with department and corporate plans and strategies
- Lead a small team of professionals involved in developing and implementing policies, and programs related to continuous improvement across the branch
- Guide, mentor, and coach staff, including contributing to performance reviews, hiring, vacation approval, work flow etc.
- Identify strategic issues that may affect the branch and independently research, provide recommendations and implement solutions on behalf of the Branch Leadership Team

**Qualifications**:

- An undergraduate degree in the field of Criminal Justice, Management, Business, Public Administration, Planning or a related discipline. A graduate degree in these areas is an asset
- A minimum of five (5) years of progressively responsible experience in a combination of: policy writing and development, leadership, strategic and operational business case planning, working with corporate performance measures and budgets, and project management experience
- Supervisory experience in leading an effective team of analysts to complete projects within timelines to plan, prioritize, assign, and direct the work of staff
- Comprehensive knowledge of Municipal Bylaws, Provincial Acts including the Municipal Government Act and the Criminal Code of Canada
- A minimum of 5 years of progressively responsible experience in community/social development. This may include work with law enforcement, non-profit organizations, community, and government
- Ability to write and implement policy and to ensure compliance with the City’s policies and procedures
- Ability to assertively build effective working relationships with all levels of management, and demonstrated comfort working with and advising senior leaders
- Ability to represent the City of Edmonton in a professional, honest, respectful and safe manner
- Ability to handle and manage sensitive and confidential information
- Ability to work independently and in cross functional teams, across programs and work collaboratively to share resources and information
- Ability to take the lead in multiple groups, projects, and situations at all levels of an organization
- Excellent analytical knowledge - Data Collection tools and Public Facing Dashboards
