Reporting through the Office of Government’s Chief Information Officer, the Corporate Information and Record Management Office (CIRMO) is the central agency responsible for leading and enabling modern information management (IM) across the BC Public Service, including privacy, access, and records management. CIRMO defines effective government IM through strategies, legislation, policies, and standards. CIRMO enables ministries and public bodies by delivering IM operations and training, and by providing tools to assess compliance.

CIRMO promotes effective privacy and access across government by providing leadership to assist both the public and private sectors to adhere to the Freedom of Information and Protection of Privacy Act (FOIPPA) and Personal Information and Protection Act, respectively. FOIPPA provides individuals a right to access their own personal information held by public bodies, as well as general information about government operations, programs, and services. CIRMO has a lead role in ensuring government meets its legislated responsibilities regarding access to information, including coordinating responses to recommendations made by the Information and Privacy Commissioner.

CIRMO is also responsible for leading and supporting the BC Public Service in the transformation to digital records management. This transformation includes transition to the digital storage of information and archiving government’s information of permanent value in a digital archive, as required by the Information Management Act (IMA). CIRMO works with the Digital Investment Office to ensure IM projects align with the government’s vision for modernized IM. CIRMO values the user experience and continually seeks to improve its citizen and government-facing operations through service design and agile approaches to modernizing our services.

**The Position**:
The Freedom of Information and Protection of Privacy Act (FOIPPA) enables the public to request and obtain copies of records held by public bodies that are not routinely available. Within the Ministry of Citizens’ Services, the Information Access Operations (IAO) branch has a lead role in ensuring the government meets its legislated responsibilities under the FOIPPA. Staff at IAO carry out the day-to-day work of providing timely responses to freedom of information (FOI) requests. This includes helping citizens through the request process, working with ministries to ensure consistency and compliance with FOI requirements, publishing responses to general FOI requests, and providing records management support to ministries, Crown corporations and agencies.

The specific position of the Junior Analyst fills a dynamic and complex role at the center of the FOI process. Successful applicants for this position will use their basic understanding of how to interpret legislation, analyze regulations and policies governing access to information and privacy to assist the client ministries and public bodies gather records, interpret requests, and work with applicants to ensure access requests are being understood and processed as intended. The role is both public facing and client services oriented, occupying a middle ground between those seeking records and the client ministries IAO represents. The position may also involve analyzing less complex and sensitive access requests that require a lesser degree of analysis and discretion under Part 2 of FOIPPA, the exception section of the legislation (i.e. harm to personal privacy), and using software to compile records packages for further analysis.

The Junior Analyst role is particularly suited to those with aspirations to advance in the privacy and access field, providing the experiences and opportunities to advance within the profession.

**Job Requirements**:

- Diploma (or higher) in Information Management, Public Administration or other directly-related discipline and **1 year of *recent and related experience** performing analytical work; **OR**:
