The Health Sector Information Management and Technology Division (HSIMT) brings information management and information technology (IM/IT) services and initiatives together under one business portfolio for a coordinated approach across the Ministry of Health and provincial health sector. The division promotes the integration of health sector data into daily business operations and policy development and provides sector -wide leadership for IM/IT planning and business solutions.

The Digital Policy, Security and Privacy Branch (DPSP) is responsible for leading the development of provincial digital health policy, privacy, security, and legislation requirements to support the Ministry in its health initiatives. DPSP is accountable for the design, implementation, and continual upgrading of the provincial information privacy and security framework, which includes taking a leadership role in determining applicable information privacy and security standards and definitions, security categories, and secure methods of information transmission. DPSP provides leadership and direction for a diverse range of major health information technology, digital policy, privacy and security advisory services to senior officials within and outside government.

DPSP develops legislative instruments, policies, best practices, educational programs and strategies in anticipation of, and in response to, health information privacy initiatives and issues. It also promotes a privacy-conscious culture within the Ministry and health sector. This involves determining legislative authorities, developing and interpreting existing government and ministry policies guidelines and procedures, and their relationship to provincial health information privacy legislation, policies, strategic objectives, awareness programs and accountability measures. DPSP provides senior-level advice, information, and interpretation to the Ministry Executive in this regard and represents the Ministry’s interests in health information privacy policy, legislative, regulatory, and legal authority matters.

The Privacy Analyst works in a high-profile, dynamic, results oriented environment on challenging and complex issues that relate to assessments against applicable information management and privacy legislation and government policy. Assessments include the review of new, or updates to existing, systems, programs, projects and activities for the Ministry of Health. The position provides overall privacy direction and expertise to the Ministry, Health Authorities, and other external stakeholders.

The Privacy Analyst provides policy, analytical and committee support services in health privacy and in related legislative initiatives for the organization. The position’s role is to identify, assess, design and analyze policies, processes, and program evaluations and to create solutions to support eHealth programs and services through policy and standards analysis, policy design, system flow processes, program evaluation and legislative/regulatory reforms. The position also provides support to a variety of working groups and committees with respect to health privacy policies and standards development. The position has discretion to determine the approach, end-points and deliverables of each project to effectively address and resolve issues in a manner that is consistent with the general direction, overall objectives and priorities of DPSP as well as with overall government policy direction. This position requires an in-depth understanding of the legislation, regulations and policies governing privacy and access to information.

**Job Requirements**:

- Degree in Information Sciences, Law, Social Sciences, Public Administration, Humanities or in a related field and two (2) years of **related experience**; **OR**:

- A combination of five (5) years in total of higher education and work experience in a related field.
- **Related experience must include each of the following**:

- Experience researching policy issues and conducting policy analysis.
- Experience managing projects and/or project components.

**Preference may be given to applicants with the following**:

- Completion of the BC Information Privacy Certificate
- Certification as a privacy professional (e.g. IAPP), or willingness to obtain within one year
- Experience as a privacy analyst.
