The Public and Rural Health Division works in collaboration with Alberta Health Services, public health officials provincially and across the country, as well as other partners, to provide strategic direction and leadership through the assessment, development and implementation of provincial policies, regulations, strategies and standards related to communicable diseases, immunization, environmental public health, chronic disease and injury prevention, health promotion, wellness, emergency preparedness, response and recovery and Indigenous health policy. The division carries out these functions to support innovation and engagement with Albertans in wellness, health promotion and injury as well as disease prevention.

The Health Protection Branch oversees, leads and supports the development, implementation and review of legislation, standards, guidelines and policies to protect public health. Health Protection staff follow current issues/trends and support research into emerging and existing environmental and infection control and infectious disease public health concerns (e.g., climate change, air borne contaminants, hospital and community acquired infections) to understand these issues and the impacts they may have for public health. The Branch also coordinates the emergency planning and response efforts of the health sector for the department for emergency events (e.g., pandemic influenza, business disruptions and flood).

The Protection for Persons in Care (PPC) Unit investigates reports of abuse in publicly funded facilities and administers the Protection for Persons in Care Act (Act). This Act promotes the safety and well-being of adult Albertans who receive care or support services from publicly funded service providers.

The Policy Advisor serves a key role in the Protection for Persons in Care Unit by providing analysis, options and recommendations to inform government decisions; clarifying and strengthening policies; responding to emerging issues; and leading changes to improve the delivery of services to Albertans.

This position is responsible for project management and the development and maintenance of policy, standards, legislation, regulations, communication materials and initiatives relating to the prevention of abuse of vulnerable adults. The incumbent will excel in conducting comprehensive research, jurisdictional reviews and policy analysis, translating findings into policy options and collaborating with team members to develop informed recommendations. Proficiency in quantitative and qualitative data analysis is necessary, as the position involves preparing statistical reports for public disclosure. The ability to lead legislative reviews, facilitate decision-making processes, and lead stakeholder consultation is essential for shaping and maintaining legislation that aligns with government objectives. Additionally, the Policy Advisor will contribute to provincial abuse prevention initiatives by conducting needs assessments, engaging with stakeholders, and evaluating the effectiveness of educational initiatives. Strong project management skills are vital for successfully planning, executing, and completing special projects in collaboration with team members or independently, ensuring the approval and implementation of policy initiatives. Effective communication and relationship-building skills are critical for representing the ministry in various forums and working groups.
