**Role**:
Reporting to the Executive Director (ED) of the Assessment Services Branch, the Advisor to the ED provides strategic advice on branch and corporate programs and policies, as they relate to Designated Industrial Property Assessment.

As the Advisor to the ED, you will provide support to the ED and the Provincial Assessor in the development, implementation, and interpretation of strategic directions for the branch. You will also coordinate branch operations related to the assessment complaints process.

**Responsibilities**:
Your primary responsibilities in this position will include:

- **Issues Management** - Tracking and reporting on branch activities and monitoring progress on key projects. Researching business intelligence, identify key issues related to the branch.
- **Strategic Planning** - Developing and monitoring tracking mechanisms to support the strategic plan. Developing and implementing processes for strategic discussion and issues management. Aligning work of the branch with department and government business planning.
- **Management of Assessment Complaints** - Acting as Project Manager for the complaints process. Processing complaints received from the Land and Property Rights Tribunal and tracking complaints as they move through the complaints process. Providing research and analysis to support the defense of industrial property complaints. Preparing briefing materials, as required, to support decisions related to complaints.
- **Stakeholder Engagement** -Assisting the ED and PA in building capacity in knowledge of stakeholder issues and goals to help ensure that program/branch business goals meet the stakeholder expectations. Researching, developing briefings, and proposing possible courses of action for consideration by the ED and/or the Senior Management Team on emerging issues. Participating in policy, planning and priority setting processes within the Division and Ministry.

This position requires agility, systems thinking and creativity to advance key policy issues for the branch. The Advisor works both independently and as part of a team.

- Strategic thinking and planning skills, to develop and articulate innovative approaches to project management and continuous improvement.
- Strong verbal and written communication skills. Comfortable in providing concise briefings/presentations to senior management and client groups.
- Project management skills, training, and experience.
- Exceptional people skills with the ability to build relationships with internal and external stakeholders.
- Demonstrated ability to research and analyze issues critically when preparing briefing material, and to perform necessary research.

**Qualifications**:
**Required**:

- A Bachelor’s degree in Business Administration, Public Administration, Legal Studies, Paralegal, or a related field.
- Minimum 4 years of progressively responsible related experience working with a tribunal, law firm or similar agency.
- Experience in issues/complaints management, stakeholder management, strategic planning, project management.

**Equivalencies**: Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

**Assets**:

- Knowledge of research and information management processes and tools.
- Experience in analysis and interpretation of complex public policy issues, including developing policy and/or recommendations for senior leadership.
- Project management and stakeholder management experience.
- In-depth knowledge of government and ministry policies, procedures, Acts and Regulations, as well as business plans and planning guidelines.
