**Role**:
Reporting to the Manager, Evaluation and Reporting, the Policy and Evaluation Advisor is responsible for supporting implementation of the Accountability Framework on Municipal Grants. This includes.
- Developing and supporting the implementation of performance measures for grant and tax programs.
- Developing and implementing program evaluation processes.
- Designing program reporting processes and reports.
- Supporting the development of materials for new programs or major changes to existing programs.
- Leading or supporting strategic communications activities across the Branch.

The position supports the coordination of input to various reports external to the Branch, including the ministry’s Annual Report and Business Plan. The Policy and Evaluation Advisor conducts research on grant programs and issues, and represents the Branch or Unit on various departmental, interdepartmental, or intergovernmental committees or teams. The position is also responsible for assisting other areas of the Branch, providing additional policy analysis capacity.

The Policy and Evaluation Advisor works in the context of the provincial government’s goals, guidelines and policies, the department’s policies, business plan, budget, and accountability guidelines, and applicable legislation. Within this framework, the Policy and Evaluation Advisor works with program delivery areas to evaluate programs and work towards continuous improvement and helps to implement initiatives that demonstrate how programs are meeting their objectives.

To be successful in this role, you will demonstrate:

- Ability to assess risk and provide “big-picture”, strategic advice to professional staff, management, and executives.
- Expertise in research on grant programs and issues.
- In-depth knowledge of database reporting tools.
- In-depth knowledge of word processing, spreadsheets, internet access and manipulation, and Microsoft Outlook.
- Knowledge of different conflict resolution, negotiation, and mediation processes.
- Knowledge of the Ministerial Grants Regulation and the relevant portions of the Government Organization Act and the Municipal Government Act.

**Qualifications**:
**Required**:

- University degree in a related field like Public Administration, Political Science, Business Administration, Statistics, Social Sciences or Humanities. Plus
- 4 years of progressively responsible related experience in research methodologies, data analysis, evaluation, reporting, and performance management.

**Equivalency**:
Directly related education or experience considered on the basis of:

- 1 years of education for 1 year of experience; or
- 1 year of experience for 1 year education
- Extensive knowledge of performance measurement and program evaluation principles, practices, and techniques.
- Expertise in research methodologies, data and analysis, policy development, and documenting of alternatives/recommendations and presenting findings to senior management.
- Extensive knowledge and experience in facilitation, consultation, and project management processes and techniques
- In-depth knowledge of process mapping tools and techniques.
