The Pharmaceutical and Health Benefits Branch resides within the Pharmaceutical and Supplementary Benefits Division. The Branch is responsible for policy and program operations related to a variety of drug and supplementary benefit programs. This Branch is comprised of four units: Pharmaceutical Strategy and Foresight, Professional and Industry Relations, Policy and Advisory, and Supplementary Health Benefits (Alberta Aids to Daily Living). The Branch is responsible for government sponsored drug and other supplementary health benefit programs.

**Role**:
As partners in providing all Albertans with access to effective and affordable drug benefit coverage and pharmacy services, the Pharmaceutical & Health Benefits Branch provides leadership in the development and implementation of initiatives for Alberta's publicly funded drug programs.

The Professional and Industry Relations Unit is responsible for building quality, long-term relationships with external partners to ensure positive outcomes for Albertans and the health system. This includes oversight of the development, negotiation, implementation, monitoring and evaluation of the Product Listing Agreements (PLA) as well as agreements with professional associations, other contracts/grants, and pricing negotiations for the Branch.

The Advisor undertakes comprehensive research and analyzes diverse information sources to support the development, execution and ongoing management of policies, programs that are consistent with Ministry and government directions and reflective of stakeholder feedback. Functioning as part of a highly collaborative team, the Advisor supports decision-making related to publicly funded drug programs, and more specifically in support of the PLA framework. The Advisor develops options, data analyses, briefings and recommendations for the consideration of senior Ministry representatives.

This position also has a significant project management role. Projects include the execution and ongoing monitoring and tracking of a multi-million dollar PLA portfolio, developing and managing contracts/grant procedures for the Branch supporting environmental scanning initiatives and research/analysis to support development of performance indicators associated with accountability frameworks for the provincial drug programs. The Advisor will liaise with other Ministry and external stakeholders to gather, exchange and analyze information relating to program development and planning.

Reporting to the Pharmaceutical Policy Consultant, the Advisor works independently within the framework defined by existing department and GOA policies, processes, and standards related to policy development, as well as the operational plans of the unit.

Key Responsibilities include:

- Conduct comprehensive research, analyze and evaluate information to identify methods or opportunities that advance performance measurement and continuous improvement of branch programs, processes, and policies.
- Develop options to enhance branch programs, processes, or policy based on assessment of diverse data and information sources.
- Support development of agreements and external relationships with key partners to understand perspectives, assess information requirements and develop stakeholder plans.
- Compile and prepare a variety of accurate and comprehensive performance and financial reports to identify progress toward performance and evaluation measures for PLAs or other assigned projects.

**Qualifications**:
University Degree in a related field (including but not limited to social sciences, health care administration, economics, law, pharmacy) and 4 years of related experience is required.

**Required**
- Experience undergoing comprehensive research and analysis to support policy and program development is required Stakeholder engagement & negotiation experience is required**Preferred**
- Experience developing and tracking contracts/grant procedure is preferred

**Asset**
- Experience working in pharmaceutical or health benefit industry will be considered an asset.

Related experience or education maybe considered as an equivalency one-for-one for one basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
