**Role**:
We are currently looking for a Program and Policy Advisor to join our Warranty Certification and Policy Branch in the Technical and Corporate Services Division of Municipal Affairs.

Reporting to the Manager Program Strategy, in this position you will be responsible for providing analysis and project leadership for the Residential Protection Program. As a Policy and Program Advisor, you will provide proactive analysis of program operations and all applicable legislation, as well as liaise with key stakeholders to identify emerging trends relevant to the program. This ensures the program is effectively managing consumer protection for new home buyers and licensing residential builders in Alberta.

**Responsibilities**:
The main responsibilities of this position are (but not limited to):

- Taking a lead role, with mínimal supervision, in carrying out operational and program policy projects. This includes the development, interpretation, evaluation, and implementation of program policy, within the framework of the department's business plan objectives.
- Supporting the operations of, and input from, the program advisory group and liaising with stakeholders to inform program and policy decision-making.
- Ensuring home buyer protection and builder licensing outcomes are effectively measured and evaluated to inform program development.
- Informing recommendations to address issues and supporting the implementation of solutions, such as legislative changes, program development, and education initiatives.
- Independently researching and developing various written products such as issue papers, jurisdictional scans, program frameworks, and materials to support government decision-making process.

This position requires systems thinking with strong research and analysis skills to navigate complex program areas such as consumer protection policies, home construction regulatory framework, as well as best practices in home warranty insurance, residential construction, real estate sales, and land titles.

**Qualifications**:
**Requirements**:

- University degree in related discipline such as Public Administration, Political Science, Arts, or Business Administration.
- Plus, 4 years of directly related experience in policy and program development, or compliance and enforcement.

**Equivalencies**: Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

**Assets**:

- Experience leading strategic projects that focus on operational policy development, compliance and enforcement, and public education.
- Experience in research and analysis, to navigate complex program areas such as consumer protection policies, home construction regulatory framework.
- Strong knowledge of policy cycle, government regulatory framework, and decision-making process.
- Experience providing strategic advice to improve program operations and making recommendations to management.
- Strong ability to collaborate and build consensus with diverse stakeholders.
- Experience writing for various audiences, including executive and public stakeholders.
