The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming (casino, internet gaming, and charitable gaming), horse racing, and cannabis sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.

Ontario has established a competitive market for internet gaming (iGaming) that is regulated by the Alcohol and Gaming Commission of Ontario (AGCO) to ensure market and game integrity and provide Ontarians with robust consumer and responsible gambling protections.

We are building the future of iGaming regulation in Ontario and have an exciting opportunity for a high-performing individual to join our team as a Manager, Regulatory Compliance - Internet Gaming

In this role, you will lead a diverse and multi-functional team to deliver an innovative and modern compliance assurance program. You will deliver the agency’s compliance strategy for sports and event betting that ensures the integrity of sports betting throughout Ontario’s regulated iGaming market, and other compliance assurance programs as required. Your role leads a single-point-of-contact model that oversees the compliance performance for a portfolio of regulated iGaming operators through your team’s regulatory compliance activities. You will work collaboratively with peers throughout the agency to promote and ensure compliance with this complex and dynamic industry.

Reporting to a Senior Manager, Technology Regulation and Compliance, the successful candidate will:

  • Be deeply passionate about the sports ecosystem and committed to maintaining the integrity of sports betting.
  • Empower and motivate team members to succeed, employing effective coaching to support each team member’s growth and performance.
  • Develop and operationalize a modern compliance program that is risk-based and outcomes-focused, delivering right-touch regulatory assurance activities based on sector and entity risk profiles and areas of compliance priority.
  • Liaise with a diverse group of stakeholders regarding compliance priorities and issues, including senior management of iGaming operators, peer international regulators, law enforcement agencies, Independent Integrity Monitors, and sports governing bodies and leagues.
  • Collaborate creatively with iGaming operators and Independent Integrity Monitors to achieve regulatory compliance.
  • Proactively monitor compliance, identifying and addressing compliance issues as needed, including issuing targeted regulatory action to correct incidents of non-compliance and maintain compliance moving forward.

The ideal candidate will have:

  • A Bachelor’s degree, or an equivalent combination of relevant work experience and education.
  • Demonstrated experience in managing and leading teams of professional staff in a fast-paced, technically challenging, and ever-changing environment.
  • A commitment to building a culture around diversity, accountability, and trust.
  • Exemplary communication skills and a commitment to service excellence in all stakeholder engagements.
  • Strong judgment with an ability to be direct, clear, and decisive with respect to compliance requirements and issues.
  • Excellent analytical and problem-solving skills in a variety of complex situations.
  • Expert knowledge and demonstrated experience in:
    - regulatory compliance principles, tools, and practices for effective implementation of modern regulatory approaches
    - risk management and analysis
  • General knowledge of:
    - Corporate compliance and internal controls
    - Investigative processes
  • Experience working with sports industry stakeholders and the sports betting landscape is an asset.
  • Knowledge of the iGaming industry, including the nature, structure, and operations of gaming operators and gaming-related suppliers is an asset.
  • The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
