The Regulatory Affairs and Compliance Specialist serves as a key resource in establishing NAV CANADA's regulatory stance to support both domestic and international operational mandates.

This role is essential in facilitating NAV CANADA's involvement in shaping national and international policies, standards, recommended practices, and regulations.

A primary responsibility of this position includes overseeing, coordinating, and strategizing for domestic and international regulatory updates pertaining to Transport Canada's Canadian Aviation Regulations (CARs) and ICAO's Standards and Recommended Practices (SARPs) that impact NAV CANADA's operations.

Act as a consultative link between State and Air Navigation Service Providers (ANSP) in monitoring, reviewing, coordinating, and formulating expert responses to ICAO circular state letters, assembly/conference working papers, and, when necessary, regional state letters and electronic bulletins. Facilitate NAV CANADA's participation in ICAO Working Groups (WGs), Steering Groups (SGs), regional assemblies, panels, conferences, forums, symposiums, and assemblies, providing formal nominations as required.

Collaborate with various operational units to develop and publish amendments to the Aeronautical Information Publication (AIP) and TC-AIM, as well as AIC submissions related to international and North Atlantic procedures.

Monitor and manage updates to ICAO designator documents, including ICAO Doc 8585 (Air Operator Designators and Call Signs), ICAO Doc 8643 (Aircraft Types), and ICAO Doc 7910 (Location Indicators).

Engage in working groups focused on regulatory modifications within Canadian airspace through ICAO, CANSO, and CARAC. Keep track of the CARs regulatory amendment process and update management on related activities.

Facilitate NAV CANADA's requests for exemptions to CARs and deviations from CAR Standards.

Oversee the assignment of Canadian aircraft domestic 2-letter and ICAO 3-letter designators, along with associated telephony call signs.

Possessing or having previously held a Canadian Airline Transport Pilot License (ATPL) or its military equivalent is a prerequisite for this role.

Minimum of 5 years of relevant experience in:

  • Building collaborative networks and fostering relationships with senior officials, government departments, and industry stakeholders.
  • Providing strategic counsel to senior management and external stakeholders.
  • Experience with national and international policies, standards, recommended practices, and regulations is an asset.

Essential knowledge and skills include:

  • A comprehensive understanding of Air Navigation Services (ANS).
  • Technical knowledge of pilot operations and experience in IFR and VFR flight operations.
  • Familiarity with ICAO Standards and Recommended Practices (SARPs) and Transport Canada's Canadian Aviation Regulations (CARs).
  • Understanding of ICAO and Transport Canada's organizational structures, regulatory amendment consultation processes, and NAV CANADA's obligations.
  • Knowledge of airspace structure, classifications, and applicable regulatory standards and recommended practices.
  • Strong diplomatic written and verbal communication skills to articulate NAV CANADA's position on national and international aviation matters.
  • Ability to conduct research and comprehend legal documents and international policies.
  • Capability to analyze technical materials and distill key regulatory and international points.
