Overview
The healthcare partners in the Southeastern Ontario region acknowledge the necessity for a comprehensive clinical transformation to deliver person-centered, effective care coordination. This transformation aims to optimize resource utilization, foster system-wide collaboration, and adapt to future funding adjustments. The Lumeo initiative, a Regional Health Information System (RHIS), is designed to support the vision of providing a unified standard of care for the populations served by these partners. This initiative will facilitate seamless information sharing among the six health partners, integrating personal health data into a cohesive narrative while minimizing care variability.

The Chief Medical Information Officer (CMIO) will collaborate closely with the Lumeo operational leadership team, offering clinical and informatics guidance to shape strategic planning for Lumeo Operations. The CMIO will act as a bridge between clinical stakeholders and operational teams, ensuring the establishment, support, and maintenance of regional standards while leading the informatics program to enhance safe, high-quality, and efficient care.

Reporting to the Regional Vice President, Digital Health Systems, the CMIO will be responsible for the stabilization, sustainability, and optimization of the Regional Health Information System, ensuring that clinical best practices are prioritized during any modifications to the system. This role includes close collaboration with associate Chief Medical Information Officers (CMIOs), medical leaders, and regional clinical executives to provide strategic medical leadership for the planning, implementation, and ongoing support of digital initiatives. The CMIO will also champion the Lumeo vision, promote regional clinical alignment, and facilitate effective clinical decision-making based on best practices.

The CMIO is expected to actively promote and support patient and family-centered engagement and care.

Key Responsibilities
Strategic Planning:

  1. Serve as a regional advocate for delivering high-quality, interdisciplinary patient care through effective health information technologies and digital health innovations.
  2. Collaborate with executive leadership to provide expert advice on healthcare technologies and clinical and operational decision-making.
  3. Develop digitally enabled strategies in partnership with the Chief Information Officer, Chief Practice Information Officer, and clinical leaders to create a digital strategy roadmap that prioritizes clinical practice, patient safety, and high-quality care.
  4. Analyze clinical informatics trends and approaches to identify, develop, plan, implement, and measure regional digital health strategies that support clinical transformation.
  5. Enhance informatics capacity among stakeholders by promoting credentialing, certification, and ongoing training programs that align with industry standards.
  6. Advocate for RHIS adoption, communicate the strategic vision of Lumeo, and serve as a liaison between local physicians, regional teams, and local IT and informatics departments.
  7. Collaborate with the Lumeo regional team and partner organizations on change management initiatives.
  8. Ensure that RHIS strategy aligns with data-driven decision-making for effective and high-quality regional care delivery.
Operations:
  1. Work with regional leaders to develop and implement metrics for provider engagement, adoption, and usability of the clinical information system, identifying areas for improvement.
  2. Lead a regional informatics team and collaborate with clinical leaders across Southeast Organizations to sustain and optimize a user-friendly Lumeo RHIS that enhances patient safety and clinical outcomes.
  3. Compile standards, terminologies, taxonomies, alerts, pathways, and clinical knowledge into a regional repository for digital documentation and decision-support.
  4. Translate IT/RHIS requirements and system limitations to facilitate clinical discussions and decision-making.
  5. Chair or co-chair physician advisory groups to gather input and ensure alignment in the design of health information systems.
  6. Provide leadership and guidance to Lumeo and clinical teams regarding software system changes, considering time, budget, and scope constraints.

Experience & Qualifications:
  1. Completion of a Medical degree or equivalent is required.
  2. A minimum of 5 years of relevant experience is required.
  3. Current membership or willingness to become credentialed at one of the Lumeo partner organizations.
  4. Extensive knowledge of clinical systems within academic health science centers and regional partners is advantageous.
  5. Exceptional management, leadership, and interpersonal skills, including strong communication, relationship-building, conflict resolution, planning, analytical, problem-solving, and organizational abilities.
