Overview
In collaboration with six health partners in the Southeastern Ontario region, there is a recognition of the necessity for a comprehensive clinical transformation to facilitate person-centered care and effective resource utilization. This transformation aims to streamline care coordination and adapt to future funding changes. The Lumeo Regional Health Information System (RHIS) is designed to support a unified standard of care, enhancing the integration of personal health information across the health partners, thereby reducing care variability.

The Chief Medical Information Officer (CMIO) will work closely with the Lumeo operational leadership team, providing clinical and informatics guidance to shape strategic planning for Lumeo Operations. Acting as a bridge between clinical stakeholders and operational teams, the CMIO will be responsible for establishing, promoting, and monitoring the adoption of regional standards while leading the informatics initiative across the health system to ensure safe, high-quality, and efficient care delivery.

Reporting to the Regional Vice President, Digital Health Systems, the CMIO will oversee the stabilization, maintenance, and enhancement of the Regional Health Information System, ensuring that clinical best practices are prioritized in all modifications to the system. This role involves close collaboration with associate Chief Medical Information Officers (CMIOs), medical leaders, and regional clinical executives to provide strategic medical leadership for the planning, implementation, and sustainability of digital initiatives. The CMIO will also drive the Lumeo vision, foster regional clinical alignment, and support effective clinical decision-making based on best practices.

The CMIO is expected to actively promote and support patient and family-centered engagement and care.

Key Responsibilities
Strategic Planning:

  1. Champion the delivery of high-quality, interdisciplinary patient care through the strategic application of health information technologies and digital health innovations.
  2. Provide expert counsel and guidance to executive leadership on healthcare technologies and clinical operational decisions.
  3. Collaborate with the Chief Information Officer and clinical leaders to develop a digital strategy roadmap that enhances clinical practice, patient safety, and quality of care.
  4. Analyze clinical informatics trends to support the development and implementation of regional digital health strategies.
  5. Enhance informatics capacity across stakeholders through credentialing, certification, and ongoing training programs.
  6. Act as an advocate for RHIS adoption, communicating the strategic vision of Lumeo and liaising between local physicians and regional teams.
  7. Work with the Lumeo regional team and partner organizations on effective change management strategies.
  8. Ensure that RHIS strategy aligns with data-driven decision-making for effective care delivery.
Operational Leadership:
  1. Develop and implement metrics for provider engagement and usability of the clinical information system, identifying areas for improvement.
  2. Lead a regional informatics team to support the optimization of a clinician-friendly Lumeo RHIS that enhances patient safety and clinical outcomes.
  3. Establish standards and clinical knowledge management to support a comprehensive repository of digital documentation and decision-support tools.
  4. Translate IT/RHIS requirements to facilitate clinical discussions and decision-making.
  5. Chair physician advisory groups to gather input on the design of health information systems.
  6. Provide leadership and guidance regarding changes to software systems, considering time, budget, and scope constraints.

Experience & Qualifications:
  1. Medical degree or equivalent required.
  2. Minimum of 5 years of relevant experience.
  3. Current member of, or willingness to become credentialed at, one of the Lumeo partner organizations.
  4. Extensive knowledge of clinical systems within academic health science centers and regional partners is advantageous.
  5. Exceptional management, leadership, and communication skills, with a focus on relationship building and conflict resolution.
