We are currently in search of a qualified Senior Project Cost Specialist to enhance our team, ideally based in our offices. The role entails site travel approximately 5 to 10 days a month. The Project Cost Specialist plays a crucial role in ensuring projects are executed in a controlled manner while minimizing costs. This position involves providing value-added analysis, controls, and reporting that facilitate effective project cost management within the Hatch Bantrel Joint Venture (HBJV) for the engineering and construction of the BHP Jansen Potash Mine Project in Saskatchewan. Key Responsibilities:

  • Assist in conceptual designs, studies, reports, and proposals.
  • Support the development and implementation of cost recording and reporting requirements, performing performance monitoring and control functions as per applicable procedures.
  • Maintain cost budgets and accurate forecasts, utilizing a change management system and monitoring project status while conducting ongoing cost data and cash flow analysis.
  • Support specific project codes of accounts and recommend necessary modifications and revisions, maintaining field quantity unit rate reports and monitoring performance factors.
  • Oversee the progress of field contractors.
  • Assist in preparing cost data for proposals and contract negotiations.
  • Support efforts to restructure project estimates into manageable cost control budgets as per project requirements.
  • Coordinate the project cost change management system (trending).
  • Prepare quantity takeoffs for a discipline or specialty using defined documents or undefined scope assumptions.
  • Maintain the project job hour control system.
  • Assist with project financial reporting as per Bantrel and/or client requirements.
  • Coordinate and prepare information input into specific cost studies, evaluating study results and recommending conclusions for project team consideration.
  • Identify or define data sources and techniques for data acquisition, collecting required data for specific disciplines or other specialty applications.
  • Coordinate the performance of pricing structure development and application to takeoffs, derived quantities, quantity assumptions, and cost allowances within a discipline or specialty.
  • Assist the estimating team in determining scope definition requirements for a discipline or specialty, collaborating with Engineering and other sources to coordinate the production of required data for overall estimate preparation.
  • Prepare cost reconciliations during estimate preparation, performing data analysis, identifying problems, and making recommendations.
Qualifications
  • An Engineering or Business degree AND/OR Relevant Qualification in Planning/Scheduling, Project Controls, and Project Management.
  • Years of experience in a Project Controls related field with increasing levels of responsibility.
  • Experience in performing quantity takeoffs, statistical analysis, or proficiency in understanding technical processes, engineering drawings, quantity determinations, and financial reports.
  • Familiarity with engineering, procurement, contracts, construction, and startup work processes and management, with knowledge level dependent on area of cost control specialization.
  • Understanding of Project Codes of Accounts (COA).
  • Knowledge of cost/financial reporting systems and analysis (e.g., forecasting, change management, metrics, Quantity Unit Rate Reporting).
  • Strong knowledge of project controls software such as EcoSys, Primavera P6, SAP, and Oracle (or Oracle JDE).
  • Knowledge in capital cost estimating and services estimating.
  • Familiarity with cash flow development and assessment.
  • Understanding of cost control interfaces with project planning and scheduling.
  • Proficient in oral and written communication.
  • Ability to work effectively in a team environment.
