Position Overview

The Infrastructure Operations Specialist is responsible for identifying and verifying essential maintenance tasks, interpreting contractual obligations, and orchestrating both in-house and subcontractor efforts to ensure compliance with contract specifications. This role emphasizes the timely, efficient, and profitable execution of all contract-related activities while providing effective supervision of maintenance teams and supporting the Capital Works Manager in managing in-scope capital improvements and additional projects as necessary.

Key Responsibilities

  • Conduct thorough assessments of infrastructure assets, including pavements, signage, guardrails, tunnels, bridges, and vegetation, while scheduling and coordinating necessary maintenance work.
  • Collaborate with the Operations Manager and Capital Works Manager to determine optimal strategies for asset compliance, considering factors such as cost, timelines, and operational efficiency.
  • Oversee inspections of ongoing and completed projects to ensure adherence to contract requirements.
  • Manage the selection, development, and performance evaluation of maintenance personnel, facilitating necessary training for new hires and ongoing safety protocols.
  • Respond to emergency incidents and coordinate the efforts of on-site responders, documenting accidents and near misses.
  • Liaise with fleet management for the inspection, calibration, and repair of vehicles and equipment.
  • Monitor and control project assets and materials related to highway operations.
  • Identify and implement improvements in work processes, efficiency, and cost management.
  • Ensure the successful completion of all work orders and review damage claims for validity.
  • Work closely with field coordinators to maintain accurate documentation and reporting in line with contractual and company standards.
  • Manage inventory for consumables in collaboration with field coordinators.
  • Engage with ministry staff, contractors, external agencies, and the public to address concerns regarding drainage, signage, permits, and road conditions.
  • Assist in identifying and qualifying subcontractors while aiding in contract negotiations.
  • Support routine work plan activities, including traffic control and maintenance operations.
  • Be available for emergency response duties as required.
  • Perform additional tasks as assigned by the Project Manager.

Required Skills and Qualifications

  • Proficient in basic mathematical functions and calculations.
  • Strong communication skills, both verbal and written.
  • Ability to analyze and interpret business documents, technical procedures, and contracts.
  • Capable of drafting reports, business correspondence, and procedural manuals.
  • Effective presentation skills and ability to address inquiries from various stakeholders.
  • Proficient in problem identification and resolution.
  • Ability to interpret a variety of instructions in different formats.
  • Strong multitasking abilities and resource management skills.
  • Proficient in MS Excel and Word, with a good understanding of internet applications.
  • High level of safety awareness and ability to recognize hazards in various tasks.
  • Commitment to using Personal Protective Equipment (PPE) as required.
  • Leadership skills to promote safety and compliance among team members.

Education and Experience

  • High School Diploma.
  • A minimum of five years of experience in the construction or road maintenance sector, with prior supervisory experience.
  • Valid driver's license with a satisfactory driving record.

Work Environment

The role involves a mix of office and fieldwork, requiring the ability to adapt to various working conditions, including exposure to outdoor weather elements and the use of various tools and equipment.
