Role & Responsibilities:

  • Serve as the Subject Matter Expert for Cost Estimating, leading the development, implementation, and training of Project Estimating procedures, systems, and tools.
  • Ensure the creation of robust, realistic, and well-documented cost estimates for all projects, developed by qualified estimators.
  • Review and approve project cost estimates as part of the project evaluation process.
  • Design and implement training programs to facilitate project adoption within major initiatives.
  • Ensure alignment between project scope, cost estimates, project schedules, and execution strategies.
  • Actively participate in Quantitative Risk Assessments to support integrated cost and schedule contingency processes.
  • Validate cost estimates using personal and industry experience, identifying potential discrepancies and implementing corrective actions as necessary.
  • Review contractor pricing during bidding, negotiations, and high-value claims.
  • Plan and participate in contractor cost estimate kick-off meetings to establish deliverables, formats, and review schedules.

Requirements:

  • A Bachelor's degree or diploma in a relevant business or engineering field, with a minimum of 15 years of experience on major infrastructure projects (valued over $1B) to effectively manage large teams of project consultants and interface with sophisticated estimating teams.
  • Extensive expertise in cost estimating to develop best practice procedures and credibly review complex estimates, including bids and claims from contractors.
  • Ability to present complex concepts and persuade stakeholders, both internally and during high-value negotiations.
  • Exceptional written and verbal communication skills, with the ability to convey complex ideas clearly and effectively.
  • Strong interpersonal skills, capable of building and maintaining respectful relationships with internal and external stakeholders in complex and time-sensitive situations.
  • Ability to work independently under broad direction, utilizing significant judgment to solve problems when multiple options exist.
  • Proven ability to supervise, mentor, and guide others, enhancing both individual and team effectiveness.
  • Proficiency in Microsoft Office applications, including Outlook, Word, Excel, Access, PowerPoint, Visio, and Project. Experience with advanced analytical tools such as Power BI is a plus.
  • A valid driver's license is required.
