The Department of Seniors, Community and Social Services leads seniors, income, employment, disabilities and community-based supports, and family & community support services.

The Strategic Services Division helps define and support the strategic direction of the department. It is responsible for strategic planning, coordinated policy development, informed decision making, intergovernmental relations, and overall improvement of services provided to Albertans. Strategic Services manages the ministry's strategic policy development and policy integration, governance and appeals, intergovernmental relations, research and analysis, quality assurance, continuous improvement, training and evaluation of services provided to Albertans. We also support analytics and data integration for the ministry.

The Strategic Policy and Planning Branch provides strategic leadership and support to the Department for strategic policy across all Ministry policy domains and program areas. The Branch is made of three units: Strategic Policy Development and Priorities Initiatives, Intergovernmental Relations, and Priority Coordination, Governance and Planning (PCGP).

The PCGP Unit, tracks and coordinates planning around key ministry items; provides governance, policy advice and expertise to support the ministry’s agencies, boards and committees; and leads the business plan, annual report, operational plan, and enterprise risk management for the Ministry. The Agency Oversight Unit (AOU), provides governance expertise and support for the Ministry and Ministry agency Secretariats, oversees the Ministry agency recruitment and appointment process, develops and delivers governance orientation and training, facilitates ministry agency assessment, and ensures compliance with the Alberta Public Agencies Governance Act (Act) and the Alberta Public Agencies Governance Framework (Framework), and other policies and direction established by the Public Agency Secretariat.

The Branch is located on the third floor at Sterling Place 9940 106 Street in Edmonton.

Are you an independent, resourceful and results driven individual? We are seeking just the right person to fill the role and join our positive, forward-thinking team.

Reporting to the Manager, AOU, you will be responsible for coordinating and contributing to the Ministry agency recruitment and appointment process, as well as monitoring compliance with the Act and the Framework, and implementing and maintaining the ministry agency tracking and reporting system.

In this role you will provide research, analysis, briefings, liaison, training, advice and recommendations respecting Ministry agencies, coordinate agency governance and recruitment projects, ensure effective internal and public communication, and participate on Ministry and cross-ministry committees.

As the Governance Analyst, you will provide advice and support to the Secretariats and serve as a primary liaison with the Public Agency Secretariat (PAS) working with PAS to ensure the central coordination of agency appointment and government-wide obligations and policies are fulfilled. This position requires strong interpersonal, written communication, and relationship building skills, as the role is very interdependent on successful relationships.

The keys to success in this position are the ability to think strategically and understand how the fine details may have bigger implications, and to help navigate complex issues, systems and relationships in a politically sensitive environment. Other abilities such as initiative, systems thinking, engaging others and proactively identifying, troubleshooting and resolving issues are also crucial.

There is a great deal of discretion and freedom to be innovative in order to achieve the desired results. Within the context of assignments, this position must determine the most appropriate approach and practice to achieve results.

The Governance Analyst responsibilities also include:

- Following best practices in governance including adhering to legislative requirements.
- Providing advice and guidance on required documentation, including draft Ministerial Orders and Orders in Council for appointments, remuneration and agency establishment and disestablishment.
- Completing regularly scheduled reporting on public agencies (e.g. the disclosure of remuneration paid to public bodies).
- Managing projects and developing processes and procedures, reports, briefings, action plans, tools, resources, databases and tracking systems.
- Developing and delivering common Ministry agency governance orientation and training programs.
