Are you a strong communicator and people-person with research experience who would thrive on supporting advisory councils to advance Alberta’s higher education system? The Ministry of Advanced Education has an exciting opportunity and is looking for a **Governance Analyst** to join our team

Reporting to the Manager, System Governance, this position is responsible for providing Secretariat support for the governance and coordination of key, high-profile entities in Alberta’s higher education and skills system, namely, the Minister's Advisory Council on Higher Education and Skills (MACHES) and the Premier's Council on Skills (PCS).

The Governance Analyst must balance the activities and requirements of the Councils and provides a variety of advisory and operational services. Supporting the achievement of strategic direction and key priorities set by the Councils within their respective mandates and terms of reference the work carried out by this position is complex and affected significantly by political decisions and priorities established by the Councils and by senior leadership.

**This position is the primary point of contact for the MACHES and PCS council members for Secretariat services. To fully support the councils, Secretariat responsibilities include**:

- Project Management and Research: To enhance the councils' ability to provide evidence-based advice/recommendations to the Minister and Premier within specified timeframes.
- Develop reports and/or briefing materials based on research findings.
- Administration and Reporting: To support the effective operation and information sharing of the councils, as well as strategic planning for agendas and recording of official motions and decisions at council meetings.
- Review Secretariat operations systematically and on an ongoing basis, to determine the need for new or revised policies or procedures to ensure effectiveness and efficiency.
- Communication and Liaison: To develop a strategic network and manage internal and external communications.
- Establish and maintain relationships with department, and cross-government representatives, and higher education and skills stakeholders
- Support and Expertise: To support the councils in achieving their respective mandates.
- Advise the Manager, Director and Executive Director on possible next steps and recommend work to be done to support the Councils.

**Qualifications**:
**Minimum Recruitment Standard**:
University graduation in a related field plus 2 years progressively responsible related experience; or equivalent as described below.

**Equivalency**:
Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

**Other requirements include**:

- Excellent interpersonal skills to establish and maintain effective relationships with council members and a wide variety of department and government representatives, and with external stakeholders.
- Experience in conducting research and environmental scans.
- Demonstrated ability to communicate clearly and effectively both verbally and in writing.
- An understanding of the adult learning system, and the direction laid out in the Alberta 2030: Building Skills for Jobs Strategy, and other applicable reports including the Skills for Jobs Task Force Final Report.
- Experience managing projects or organizing events and working to timelines.

**Assets**
- Experience with Robert’s Rules of Order or other procedural guidelines used by agencies, boards and commissions to conduct meetings and record decisions.
- Experience with SharePoint Online and other software tools/databases and administrative systems used within the department (e.g., Public Agency Database (PAD) and Action Request Tracking System).
