The Ministry of Public Safety and Emergency Services has significant oversight and involvement in the public security and emergency services through its various divisions and operations. The department is responsible for the administration of law enforcement, correctional services, policing and police oversight and public safety. The Ministry supports crime prevention and restorative justice programs, as well as programs and services to support victims of crime, including those affected by domestic violence and human trafficking. The Ministry also coordinates large scale emergency and disaster prevention, mitigation, preparedness, response and recovery programs and initiatives.

**Organizational Context**:
As a result of the _Police Amendment Act_, the Ministry of Public Safety and Emergency Services is implementing several measures that will enhance transparency, accountability and civilian oversight. Key reforms will enable the establishment of an independent and more straightforward process for complaints against the police, promote more diversity in policing and encourage greater collaboration between police and civilian partners to improve public safety. To assist in these efforts, a temporary two-year implementation team was established within the Public Security Division to lead the creation of a new public agency for police complaints, investigations, and coordination of disciplinary hearings and supporting internal and external stakeholder engagement, as well as regulatory development and the development of the new oversight agency.

**Roles Responsibilities**:
The Project and Issues Manager provides input into politically sensitive government decision making and development of communications about organizational strategy and development of the Police Review Commission for government audiences, police services and the public. The Manager provides project management and issues management support and advice to the Executive Director of the Police Review Commission and is responsible for the overall project management coordination to support implementation of the Police Review Commission in a manner that is consistent with the intent of the Police Act and associated regulations.
- Experience preparing materials for executive level audiences and familiarity with government business.
- Project management experience, including developing and implementing project plans, and identifying and assigning accountabilities within those plans.
- Experience developing successful working relationships across a wide array of stakeholders.
- Excellent verbal and written communication skills.
- Demonstrated strategic thinking and planning skills, including the ability to develop, synthesize, articulate, and interpret information obtained from varied sources.

The Manager balances needs and requirements at various levels of the organization. Information and content are diverse and strategic thinking is required to understand the information provided by department officials and elected officials. The Manager works with diverse stakeholders to plan project activities, and must present information in a way that minimizes controversy and maximizes potential impact for Alberta.

Problem solving involves creative thinking, seeking clarity and engaging different perspectives in finding root causes and other problems related to the issue being discussed. Problems usually involve the interpretation of complex and sometimes oblique information.
