**Summary**:
**Major Responsibilities**:

- Implements detailed plans and recommends policies and procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Supervises assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- May participate in the job hiring process, contributing to the production of the practical and oral examination of staff and as a member of the interview panel, when requested.
- Makes recommendations to divisional management to support management functions and improve efficiency and effectiveness of service delivery in regard to service optimization and business process simplifications that could result in alternate service delivery, changes in staffing levels, restructuring, and resource allocation.
- Identifies priorities and develops appropriate responses within the Division on issues such as FOI, labour disruption plans and other sensitive issues.
- Participates in the development of knowledge-based articles.
- Supports and coordinates staff engaged in administering and enforcing the provisions of the various by-laws and related legislation and policies under Chapter 591, the Noise Bylaw.
- Oversees the required call-out process to obtain trained officers to monitor exemption permits, “noise monitoring” when required and drafts Operational Plans for each monitoring event.
- Responds to complaints by the public, police, and members of City Council; Interprets the noise by-laws and determines course of action to be taken to resolve the situation.
- Monitors the intake and assignment of complaints ensuring fair work distribution.
- Provides work direction and coordinates a team of support staff as needed in regard to the issuance, denial or revocation of a noise exemption permit and may prepare documentation for legal proceedings and attends and gives evidence at court proceedings. Reviews and approves permits being issued to ensure consistency. Liaises with the general public, City and other Government officials to ensure compliance with the appropriate by-laws.
- Works with the supervisor to execute decisions made within the section and/or Division in consultation with the Manager or Bylaw Enforcement Management team.
- Conducts and coordinates the training of support staff and Bylaw Officers as needed in all facets of noise exemption process.
- Conducts audits of noise exemption permits to ensure accuracy and that the permit process is fair, equitable and transparent.
- Attends meetings with community groups, the public, elected officials, with other divisions, agencies and commissions.
- Provides strategic direction on required by-law amendments, necessary reviews and challenges, and update requirements.
- May assist in develops training sessions/material for all new Legislation, By-Laws and/or City Council approved Policies/Guidelines relevant to staff.
- Analyzes and determines the effectiveness and direction of administrative and enforcement staff. Assigns areas of responsibility and coverage.
- Develops and coordinates enforcement and educational campaigns with other Divisions, Agencies & Municipalities (motor vehicle blitzes, retail businesses).**Key Qualifications**:

- Post-secondary education in a field relevant to the job function (e.g. project management, bylaw enforcement/MLEO Certification, criminology, public administration), or the approved equivalent combination of education and experience.
- Considerable experience managing stakeholders both internal and external (e.g. City Divisions, Boards and Agencies, Senior City Management and City Council) with effective communication techniques, practices and positive outcomes.
- Considerable experience conducting research and analysis, developing recommendations and managing and completing projects of various terms and complexities.
- Experience managing contentious issues requiring highly effective analytical, conflict resolution, interpersonal and problem-solving skills.
- Experience creating concise and effective reports, presentations, briefing notes and correspondence on policy, project and administrative issues, often under time constraints.
