The Professional Institute of the Public Service of Canada, a national union representing some 70,000

professionals and scientists throughout Canada, require a **Classification Officer** in its Compensation Services Section at its National Office for a 12-month term.

**What can I expect to do in this role?**

Under the direction of the Director, National Labour Relations, and the Manager of Compensation Services, the Classification Officer provides specialized technical advice and guidance on job analysis, design and evaluation related issues, including pay equity.

**Primary responsibilities**:

- Provide advice, support, guidance, and representation to members, groups of members, stewards, and staff on matters related to job analysis, design and evaluation.
- Represent members in classification and job content grievances up to and including third party tribunals. Conduct appropriate research and prepare all relevant documentation and individuals for formal proceedings on assigned cases.
- Represent the Institute’s positions or serve as its technical expert on labour-management projects related to the development / modification and implementation of job analysis, design, and/or evaluation plans, including pay equity analysis, job classification systems, and job description writing guides.
- Develop and provide technical expertise, information sessions, and training to staff, stewards, and members on job analysis, design, and evaluation systems, including pay structures and equity, as well as provide analysis/support to researchers and negotiators.
- Propose opportunities and create internal processes, tools, and guides to enhance the efficient processing of grievances, labour-management projects, and negotiation support.
- Propose and develop communications including, briefings, web postings, and position papers for internal and external clients, the media, and government officials. Identify opportunities to advance the interests of the members through legislative, regulatory, and administrative changes.
- Contribute to corporate knowledge and communications by providing articles, case analysis and other related reports with respect to Classification and Compensation and Analysis.
- Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other sections to ensure the coordination of information across the organization.

**Education, Experience and Skills Required**

**Education**:

- University degree in labour relations or a related discipline
- Three (3) to five (5) years of progressive and related experience in job description/design, labour relations, human resources or an equivalent combination of education and experience.

**Language requirement**:

- Fluency in both official languages (French and English) is **prefered.**

**Skills and experience required**:

- A thorough knowledge of the authorities governing employer / employee relations in the federal public service of Canada and other jurisdictions in which institute members are employed.
- Knowledge of the theoretical principles of and experience with job analysis, design, and evaluation and ability to analyse proposed classification standards, evaluation methods, job description writing guides, and work descriptions, identify opportunities and challenges, advocate for amendments and support members during implementation
- Excellent communication skills are required to advance the union’s position on grievance and job analysis, design and evaluation files as well as to influence employer decision making.
- Ability to coordinate and leads complex, multi-layered projects relating classification standards, evaluation methods, job description writing guides, and work descriptions or individual/group grievances
- Demonstrated ability to provide training and guidance to external and external stakeholders
- Ability to effectively communicate, orally and in writing complex topics to a diverse audience with varying levels of understanding

**Compensation Package**
- Salary Range: $87,615 to $109,519 (G6)
