The Professional Institute of the Public Service of Canada, a national union representing some 70,000 professionals and scientists throughout Canada, requires a **Classification and Pay Equity Officer** for a **12-month term**.at its National Office in Ottawa

**What can I expect to do in this role?**
Under the supervision of the Manager, Compensation Services, the Classification Officer provides specialized technical advice, representation and guidance on job analysis, design and evaluation related issues, including pay equity, and negotiates the development, implementation, and maintenance of related systems.
**Primary responsibilities**:
- Lead complex, long-term projects related to the development/modification/replacement/ implementation/contestation of job analysis, design, and evaluation plans including pay equity and related policies/systems.
- Provide advice, support, guidance, and representation to members, groups of members, stewards, and staff on matters related to job analysis, design and evaluation.
- Represent members in classification and job content grievances up to and including third party tribunals. Conduct appropriate research and prepare all relevant documentation and individuals for formal proceedings on assigned cases.
- Advises, develops and represents members and the Institute on labour relations issues and pay equity complaints including before third-party tribunals, arbitration, grievances, mediation, commissioners, and other decision-making bodies. Assists counsel and other bodies of authority where required.
- Develop and provide technical expertise, information sessions, and training to staff, members, stewards, employer, and other union representatives on job analysis, design, and evaluation systems, including pay structures and equity, as well as provide analysis/support to researchers and negotiators.
- Propose opportunities, create and coordinate internal processes, tools, and guides to enhance the efficient processing of grievances, labour-management projects, and negotiation support.
- Propose and develop communications including, briefings, web postings, and position papers for internal and external clients, the media, and government officials. Identify opportunities to advance the interests of the members through legislative, regulatory, and administrative changes. Communicate directly with members, elected executives, employers and third parties as required.
- Negotiates with internal and external stakeholders; settlements, agreements, interpretations, guidelines, understandings and other items as required, including the requirement to seek agreements at multi party committees.
- Contribute to corporate knowledge and communications by providing articles, case analysis and other related reports with respect to Classification and Compensation and Analysis.
- Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other sections to ensure the coordination of information across the organization.
- May be requested to undertake other related duties as required.
**Education, Experience and Skills Required**
**Education / Experience**:
- University degree in labour relations or a related discipline
- Three (3) to five (5) years of progressive and related experience in job description/design, labour relations, human resources or
- An equivalent combination of education and experience.
**Language requirement**:
- Fluency in both official languages (French and English) is **preferred**
**Skills and experience required**:
- A thorough knowledge of the authorities governing employer / employee relations in the federal public service of Canada and other jurisdictions in which institute members are employed.
- Knowledge of the theoretical principles of and experience with job analysis, design, and evaluation and ability to analyze proposed classification standards, evaluation methods, job description writing guides, and work descriptions, identify opportunities and challenges, advocate for amendments and support members during implementation
