The Manager, Business Intelligence & Policy Development is responsible for planning, assessing risk management and evaluation of a full range of social planning, policy analysis and data development for the Social and Community Services Division (Children’s Services, Ontario Works, Housing Services and Community Programs).

An exceptional project manager, the Manager, Business Intelligence and Policy Development will provide direction and counsel on strategic policy matters and development projects with the department, partners, and stakeholders.

**DUTIES AND RESPONSIBILITIES (not listed in order of priority)**:
1. Responsible for strategic policy development, policy analysis, research, evaluation and program development processes.

2. Assist internal and external stakeholders in identifying strategic and system-level policy gaps and opportunities. Lead service, staffing, and system reviews, and recommends changes to senior management.

3. Provide leadership for the analysis, development and recommendations of options for new/amended policies and programs, recommend innovative solutions and implementation approaches.

4. Prepare Council reports, research analysis, budget/resources requests, briefing notes, presentations, correspondence, policy reports/recommendations and other materials as required by and for senior leadership within the Social and Community Services Division.

5. Responsible for the provision of planning related leadership, support, and expertise to management. Identifies issues, needs, resources, and opportunities for integrated planning across divisions, departments, and the community, and facilitates same.

6. Responsible for the management of projects to design and implement social planning processes and frameworks (e.g., service plans, long-term system plans) and is accountable for ensuring objectives, work plans, and timelines are set and met. Leads project teams.

7. Provide program and service information to staff, stakeholders, and the public (e.g., website, promotional material).

8. Participate on County of Simcoe Research Ethics Committee

9. Anticipate and identify emerging trends, opportunities and challenges and make recommendations to senior leadership and takes action regarding program improvement or development in order to more effectively connect people with appropriate supports and services.

10. Oversee the development of legal agreements, in consultation with the Legal Department, to ensure compliance with legislation.

11. Present and communicate strategic policy and program insights in order to influence provincial and federal government legislation, regulation, policy and programs.

12. Present and communicate issues related to delivery of contracted services, program plans, and policy with senior leadership.

13. Promote the vision and philosophy of integrated service delivery across divisions, departments, the community, and stakeholders.

14. Cultivate a culture of continuous improvement within the Division by evaluating program delivery on an ongoing basis in consultation with staff, senior leadership, service users and partners and implementing and managing change improving effectiveness and efficiency and encouraging program evaluation during program design phases.

15. Provide advice to the Social & Community Services Senior Leadership Team with respect to setting priorities, developing programs, implementing strategic plans and achieving corporate initiatives.

16. Develop performance measures and implement solutions related to data collection processes, analytics, data visualization and reporting.

17. Develop and implement strategic work plans and establish unit priorities in order to achieve overall divisional objectives and key performance indicators.

18. Liaise and consult with government, non-governmental agencies, providers, and community associations regarding research, community outreach, data information systems, community development projects, funding and program delivery for healthy community, and quality of life initiatives.

19. Oversee the administration of the policies and programs, makes recommendations concerning priorities, implementation strategies, and program evaluations.

20. Assume responsibility for the department and/or division in the absence of the Director(s).

21. Provide leadership to staff in a manner that motivates, guides and directs employees to the realization of departmental goals and objectives. Maintains a work environment that promotes staff participation, teamwork and positive labour relations.
