The Strategic HR Business Partner (SHRBP) has broad expertise in various areas of human resources and acts as a single point of contact for general human resources matters for County employees at all levels of the organization. This position builds strong working relationships with all client groups and the people management of the organization while impacting key areas such as workforce planning, change management, labour relations, and organizational design to enhance the overall employee experience.

**DUTIES AND RESPONSIBILITIES (not listed in order of priority)**:
1. Act as a liaison between the corporate departments and Human Resources to ensure that human resources services are aligned with internal needs, i.e. Recruitment and Retention Strategies, Performance Management, Workforce Planning.

2. Provide advice and guidance to departmental/divisional leaders on the interpretation of County policies, relevant legislation and applicable collective agreements.

4. Participate in bargaining process as client portfolio lead.

5. Act as the business expert in disciplinary matters, grievance meetings and arbitration hearings.

6. Coordinate employment related investigations; provide report of findings and recommendations, leading Roundtable processes and actioning recommendations.

7. Provide support and advice to leaders to assist them with managing conflict and addressing employee relations issues effectively.

8. Develop and facilitate training for supervisors and managers on leadership coaching frameworks and general human resources/labour relations matters.

9. Develop and maintain effective relationships with the managers, supervisors, co-workers, staff, union representatives, bargaining agents, and legal counsel.

10. Provide input into the implementation of a labour relations strategy that creates a positive, proactive and mutually beneficial climate and modern labour relations/human resources values.

11. Act as a change agent for organizational transformation, offering guidance and recommendations at leadership tables.

12. Strategic workforce plan implementation by supporting leadership in annual review of staffing needs and forecasting.

13. Prepare written reports as required, including reports to Committee and Council.

14. Perform other duties as assigned.

15. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.

16. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

**EDUCATION, TECHNICAL SKILLS AND CERTIFICATION**:

- Strong knowledge in human resources and labour relations obtained through a degree in Human Resources, along with CHRL designation.
- Knowledge of the Ontario Labour Relations Act, the Employment Standards Act, the Occupational Health & Safety Act, the Pay Equity Act, Human Rights and other relevant legislation.
- Proven ability to build effective relationships across all levels and functions within an organization.
- Collaborative, flexible and adaptable.
- Strong analytical skills with an attention for detail.
- Excellent interpersonal and facilitation skills along with strong written, presentation and communication ability.
- Has a passion for innovation and maintains knowledge of progressive human resources practices and key trends.
- Strong understanding of collective agreement and policy interpretation.
- Strong planning and organizational skills.
- Strong time management and multi-tasking skills.
- Must demonstrate a high level of tact and discretion.
- Class G Driver’s License in good standing and reliable vehicle to use on corporate business.

**EXPERIENCE**:

- A minimum of five (5) years’ experience in progressively responsible and related positions.
- Prior experience in Human Resource Management and labour relations experience in a similar position in a large multi-union, multi-location environment.

**EFFORT**:

- Visual and mental effort required when preparing reports, conducting investigations, participating in negotiations, etc.

**WORKING CONDITIONS**:
