Reporting to the General Manager of Health & Emergency Services, this position is responsible for the development, implementation, and administration of the County’s 911 and emergency management programs. This position includes consultation with area municipalities, communities, and partner organizations to identify 911 and emergency preparedness goals and objectives consistent with the County’s 911 and emergency management programs, and for the administration of all aspects of these programs including strategic planning, and developing and implementing quality assurance measures, policies and standards.

**DUTIES AND RESPONSIBILITIES (not listed in order of priority)**:
1. Emergency Management Program Functions:

- Lead and coordinate the County of Simcoe’s Emergency Management Program to ensure the municipality meets or exceeds annual compliance requirements under the Emergency Management and Civil Protection Act, R.S.O. 1990.
- Fulfill all required responsibilities and duties as the designated Community Emergency Management Coordinator (CEMC) for the County of Simcoe.
- Develop and maintain an effective and comprehensive emergency program that includes a preparedness, mitigation, response, and recovery plan for the County of Simcoe.
- Ensure the maintenance and operational readiness of appropriately equipped primary and back-up Emergency Operations Centres (EOCs) capable of supporting County response and recovery operations.
- Lead, coordinate, and maintain the corporate Continuity of Operations Plan (COOP).
- Coordinate with Long-Term Care & Seniors Services, Social and Community Services, Paramedic Services and other departments to lead emergency planning in the areas of: Continuity of Operations Plans (COOP); policy development and maintenance; program development; related training and education; and leadership in the design and implementation of emergency exercises.
- Facilitate and coordinate the Simcoe County 911 Management Board and manage all contracts associated with delivery of 911 and the operation of an effective primary public safety answering point (PPSAP).
- Administer the 911 Program, to ensure compliance with government and industry standards, policies and guidelines.
- Oversee the planning, coordination, and implementation of County disaster preparedness activities, in conjunction with municipalities, communities and stakeholder organizations.
- Develop, implement, and maintain public education and awareness programs related to 911 and emergency planning.
- Establish and maintain partnerships with municipalities, emergency services, provincial ministries, non-governmental organizations and other emergency preparedness stakeholders to facilitate coordinated planning and effective response to incidents.
- Oversee the assessment of training needs and ensure the development and implementation of a training/education program, which complies with all applicable statutes/regulatory requirements to support the County’s 911 and Emergency Management Programs.
- Coordinate with the Emergency Management Program Committee to oversee the evaluation of plans, procedures and capabilities through an annual review of exercises, training, emergency plans and post-incident reports.
- Coordinate procedures to disseminate information before, during and after emergency incidents.
- Direct and coordinate the ongoing identification of hazards, their probability of occurrence and the vulnerability of the public, critical infrastructure, the environment and the Corporation itself to these hazards.
- Ensure the collection, analysis and reporting of emergency management data and maintenance of a comprehensive, computerized database.
- Participate, and take on leadership roles, in emergency planning initiatives and committees with County departments, external partners and stakeholders.
- Responsible for the leadership, support and coordination of the Community Safety and Well-Being (CSWB) plans for all member municipalities

2. Business Planning and Budget/Financial Responsibilities:

- Assist the General Manager of Health & Emergency Services in the development of a strategic plan, which defines the mission, goals and objectives as it relates to County Policy.
- Negotiate and administer contracts with municipalities, non-governmental organizations, and other partners for the coordination of services.

3. Liaison, Communication and Customer Service Activities:

- Communicate the progress and effectiveness of the 911 and emergency management programs to stakeholders including County Council, County departments, area municipalities, emergency services, provincial ministries and partner organizations.
- Provide advice on plans and procedures to senior leadership, and the Municipal Emergency Control Group during emergencies
