**Responsibilities**:
PRIMARY PURPOSE

Provides day-to-day oversight of all benefit plans for TransLink, CMBC and TSML. Provides day-to-day supervision of assigned staff.

KEY ACCOUNTABILITIES

Provides day-to-day oversight and also participates in administration of benefit plans for TransLink, CMBC and TSML.

Includes understanding and administering the LTD top-up retirement incentive and cessation of LTD benefits programs.

Provides advice to management, employees, and retirees on a wide range benefit topics.

Includes such topics as policies and procedures, entitlements, enrolment, acceptance/denial of disability claims, reinstatements, individual/group transfers, and other related matters.

Provides expertise in the design, maintenance and modification of benefits and related policies and procedures.

Includes setup of new and updated plans together with their associated rates and rules within the HRIS system.

Researches and analyzes the relevant regulatory changes, industry trends, best practices, and collective agreement changes, and identifies impacts and requirements for existing framework.

Also carries out analysis, and prepares a variety of statistics and reports related upon which planning and decisions may be based.

Liaises with consultants, and external carriers on benefit-related matters, including those pertaining to implementation of changes and the resolution of complex issues.

Provides input to development of department goals, work plans and budget.

Participates in projects, procedural reviews, and committees.

Provides day-to-day supervision of assigned staff, including recruitment, training, performance management, scheduling, and distributing/checking work

**Qualifications**:
EDUCATION AND EXPERIENCE

The requirements for this job are typically acquired through an undergraduate degree in human resources or a related discipline, and four years of related experience or an equivalent combination of education and experience. A CEBS, CBP or CPHR designation would be desirable.

OTHER REQUIREMENTS

Solid knowledge of the principles, practices and techniques of the human resources field, particularly as they pertain to benefit administration

Solid knowledge of plan rules and the relevant policies, employment standards and other regulatory requirements

Basic leadership skills with ability to provide day-to-day supervision and guidance to reporting staff

Solid interpersonal and communication skills to provide a specialized expertise to management and employees

Solid analytical and problem solving skills to handle issues escalated by assigned staff and to provide specialized expertise to managers and employees

**Other Information**:
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

**Work Schedule**:
37.5 hours per week.

**Work Designation**:
Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

**Rate of Pay**:
Salary $86,887 - $108,608 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
