Main Purpose and Function
The Civil Engineer I provides technical expertise to the management of commercial on-street parking programs and supports the development and review of associated on-street parking policies. In particular, the successful applicant will lead the program of replacing parking meters with pay stations, manage the expansion of pay parking to new areas, and oversee of the City's mobile parking payment system.

The position reports to the Senior Parking Engineer and supervises a team of technical staff. This position works closely with the Parking Operations and Enforcement Branch and other branches within the Transportation and Public Space and Street Use divisions to manage the use of curbside space.

Specific Duties/Responsabilities:

Supervises a team of technical staff in the management of commercial on-street parking programs, including pay parking, car sharing, ride hailing and passenger, loading, taxi, tour bus and disability zonesDesigns, reviews and accepts signage and paint plans for curbside regulations and pay stationsLiaises with various operations branches to coordinate the installation of curbside regulations and pay stationsReviews parking impacts due to major construction or transportation projectsUndertakes the technical review of existing commercial parking policy and programs and supports the development of new policy to support City-wide objectivesConducts research, analysis, public engagement and policy development related to commercial parking programsResponds to requests from the public and liaises with internal and external stakeholders, such as business improvement associations and transportation companiesOther duties/responsibilities as assigned
Minimum Qualifications and Requirements:
Education and Experience:Bachelor's degree in Transportation Engineering with a Professional Engineer designation and minimum of four years related experience in transportation or parking for a municipality, or an equivalent combination of education, training and experienceRegistration as a Professional Engineer (P.Eng.) in British ColumbiaProject Management experience within civil infrastructure is a strong plus
Knowledge, Skills and Abilities:Sound knowledge of practices, design principles and theories and best practices related to parking programs.Knowledge of project management methodologies, practices, processes and policiesExcellent leadership skills with the ability to motivate and engage staffStrong project management skills with demonstrated ability to prepare and manage project and program budgetsStrong time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demandsStrong written/verbal communication skills and ability to speak and make presentations to stakeholders and the publicStrong conflict resolution, mediation and negotiation skillsAbility to exercise diplomacy and tactAbility to develop and maintain positive, productive relationships at all levels in the organization and external stakeholdersAbility to read and interpret complex engineering plans and specificationsAbility to prepare technical presentations and reports on complex design issuesAbility to conduct research, analyse data and make recommendations on policies and projectsProficient in the use of software applications
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
