Main Purpose & Function
The Parking Compliance Officers (PCOs) are responsible for enforcing municipal parking regulations and initiatives that enhance public safety, ensure smooth traffic flow, and maintain accessible parking for residents and businesses, thereby supporting the overall livability and economic vitality of our city.
The Parking Operations & Enforcement Division is looking for auxiliary personnel for scheduled and on-call shifts. The division operates every day of the week, providing services from early morning until late at night.
Specific Duties & Responsibilities
- PCOs may enforce parking regulations on foot, by bicycle, or by operating city vehicles during assigned patrols throughout various city areas.
- Enforcement tasks include: issuing parking citations at meters and in residential and commercial zones; addressing municipal code violations (such as noise control and anti-idling); responding to public parking inquiries; ensuring compliance in designated zones; assisting in the identification and removal of abandoned or improperly parked vehicles; and coordinating towing and impounding of vehicles for violations.
- PCOs work autonomously and provide informative customer service by addressing inquiries regarding parking regulations, policies, and events, all while maintaining professionalism. This role may also involve conflict resolution. Officers are required to document citation details for the adjudication process using handheld devices and computer systems. Testimony in court may be necessary.
Qualifications
Education and Experience:
- Completion of secondary education, supplemented by relevant courses from recognized institutions that support regulatory or enforcement activities is advantageous.
- Experience in enforcement or customer service, particularly in outdoor settings, or a combination of training and experience is essential.
Knowledge, Skills and Abilities:
- Strong verbal communication skills are essential for interpreting and explaining regulations and liaising with various stakeholders.
- Proficiency in English (both spoken and written) is required; knowledge of additional languages is beneficial.
- Ability to learn, interpret, and apply municipal regulations effectively.
- Demonstrated experience in public interaction with tact, diplomacy, and firmness to manage confrontational situations confidently.
- Ability to investigate complaints, assess violations, determine appropriate actions, and enforce regulations impartially and judiciously.
- Attention to detail, investigative skills, and the ability to gather evidence are critical.
- Capability to accurately document and prepare detailed reports of activities.
- Ability to represent the city in adjudication and potentially in court proceedings.
- Proficient computer skills, including familiarity with MS Office applications.
- Basic computer literacy (minimum typing speed of 30 wpm) and ability to utilize handheld technology.
- Strong administrative skills, including excellent writing abilities for report preparation.
- Commitment to safe working practices and adherence to departmental policies and procedures.
- Ability to read maps and navigate safely and efficiently to designated locations.
Driver's License and Record Checks:
- A Police Record Check is mandatory for this position, requiring the absence of any criminal charges or convictions relevant to the role.
- A valid Class 5 BC Driver's License or higher with a clean driving record is required.
PCO Working Requirements:
- Ability to work independently while maintaining the highest standards of professionalism.
- Willingness to work in all areas of the city.
- Ability to work outdoors in various weather conditions and maintain mobility over long distances daily.
- Willingness to wear a uniform and uphold a professional appearance.
- Auxiliary status means shifts and hours will vary and are not guaranteed.

Training
- Successful candidates will undergo mandatory training lasting a minimum of 8 weeks, with potential for up to 12 weeks, typically scheduled Monday to Friday with varying shifts.
- During training, candidates must be available for up to 35 hours per week.
A Police Record Check is a requirement for this position, necessitating the absence of any relevant criminal charges or convictions.
Candidates must provide the necessary records and meet the city's driving requirements to be considered for this role.
