Reporting to the Senior Manager Governance & Control Platform and Technology Governance, the successful candidate will be an integral part of the Risk Marketplace (RMP) team supporting Protect Platform. The role is responsible for fulfilling the 1B mandate by providing guidance on and participating in the identification, measurement, management, treatment, and reporting of risks, emerging issues, and regulatory changes. Through building strong relationships and developing a thorough understanding of the platform's objectives and strategy, the successful candidate will act as a trusted partner and proactively identify, challenge, document, and communicate risks while operating within TD's Risk Appetite.

The Governance & Control, Manager will demonstrate a balance of risk and business acumen as they navigate through complex risk domains and regulatory requirements. A key component of the role is to foster and effectively manage relationships with Risk & Control Partners (Legal, Compliance, Privacy, Operational Risk, Fraud, GAML, Technology Risk, and others) to ensure alignment to the broader organization from a policy and compliance perspective while also leveraging their knowledge and expertise to ensure partner interactions are efficient, effective, and timely.

Own the risk oversight for assigned change risk assessments (e.g., within product groups/pods), finding the right balance between risk and reward, in conjunction with both internal stakeholders and risk partners Continuously demonstrate and maintain a thorough knowledge of Protect Platform capabilities with an emphasis on understanding the interplay between various capabilities as well as their impact  Actively engage technology and cybersecurity specialists and 2nd line partners (i.e., ORM, GAML, Compliance, Legal, Privacy, Fraud) to review identified project risks and planned controls to assess change per change risk governance standards (e.g. TD Scaled Agility, Delivery Execution Framework) Expert knowledge of governance, risk and control procedures, strategies & tactics and provide broad risk knowledge across multiple risk domains (e.g., Compliance, Privacy, AML, ORM, etc.) Along with maintaining broad risk knowledge, train and develop applicable specialized risk disciplines that directly impact risk assessments - Privacy Designate training, Data Governance expertise Execute on timely risk review and approvals for implementations (change risk assessments, QBR memos, risk memos and issue management) Execute on pRCSA risk reviews and control effectiveness testing Actively monitor any trends, findings, action plans to address gaps or identified remediation activities and to support delivery risk profiling into Platforms & Technology senior management reporting Support the efforts of RMP practice and Protect Platform transformation as required. Firm understanding of 1B Standard accountabilities to support other ad hoc assignments as required

Department Overview

The Platform and Technology Governance team is a dynamic, innovative, and diverse team of professionals who provides partnership, challenge, and support on all key areas within Platforms & Technology (P&T). This includes advising on complex, fast-paced and innovative projects and supporting first line risk and control regulatory requirements. We work closely with TD Information Security colleagues who develop and manage security strategies, threats, and other technology and cyber security risk and compliance requirements. Together under Risk Marketplace 1B mandate, these partnerships provide a comprehensive governance and control coverage over P&T delivery and controls.

Job Requirements

Ability to exercise sound judgement in making decisions, elevating timely to management for awareness and issue management as required Ability to influence key stakeholders and challenge status quo, demonstrate ability to independently deal with various points of view and to effect creative and responsive solutions Ability to work in a fast-paced environment and manage multiple deadlines and priorities Act as a Privacy Designate in assessing Privacy Impacts through the Privacy Impact assessment Process Ability to work effectively in a highly collaborative team environment – ensure risk issues are identified, managed and reported Detail-oriented with the ability to follow up on items or determine appropriate steps for timely escalation and/or resolution Forge strong relationships with your Portfolio by partnering with them to build a strong risk culture. Ensure risk issues are identified, managed, and reported.

Experience and/or Education

Undergraduate degree preferred 7+ years of relevant experience Advanced industry and business knowledge and expertise on risk and control functions Understanding of or experience in project methodology, NEW or assessing change risk. Privacy Designate an asset. Identity Access Management (Customer) and Cyber Threat knowledge would be an asset
