About the Role

Mosaic Primary Care Network (PCN) is seeking a skilled and experienced Human Resources Business Partner to join our team. This is an excellent opportunity to work in a dynamic environment and make a meaningful contribution to the organization's success.

The successful candidate will serve as a strategic partner to our leadership team, providing coaching, advice, guidance, and strategic insight to develop and maintain high-performing teams that positively impact our short- and long-term goals and strategies.

This role requires an experienced professional with broad-based expertise in all facets of HR, including talent management, employee and labour relations, classification and compensation, performance management, progressive discipline, ability management, and workplace accommodations.

Key Responsibilities
  • Employee and Labour Relations:
    • Provide guidance and consultation on collective agreement interpretation, problem-solving, dispute resolution, and regulatory compliance.
    • Offer advice, guidance, and coaching support on people management processes, including workplace investigations, performance management, progressive discipline, grievances, workplace accommodations, and conflict resolution.
    • Investigate and undertake fact-finding inquiries related to performance concerns, complaints, harassment allegations, or other employee concerns.
    • Monitor ongoing labour relations issues, identify trends or bargaining unit concerns, proactively bring these to the surface, and mitigate risks.
    • Escalate matters as necessary to the Manager, HR and Labour Relations.
  • HR Programs, Policies, Procedures, and Guidelines:
    • Contribute to the continuous improvement of HR policies, programs, initiatives, and guidelines, complying with legislation and incorporating or adapting industry best practices as appropriate.
    • Review, recommend, and implement changes to HR processes.
    • Maintain accurate record keeping and documentation to ensure business continuity.
    • Prepare internal training presentations, creating tools and templates, and proactively educate leaders.
    • Conduct job analysis and assist with job description development for both unionized and exempt roles.
    • Conduct comparative research, market analysis, salary surveys, and provide recommendations on unionized wage grids as required.
    • Support compensations and/or total rewards projects as required.
  • Talent Management:
    • Identify and address trends that affect morale, effectiveness, turnover, absenteeism, productivity, and staff satisfaction.
    • Establish best practices to support a recruitment strategy, focused on sourcing strategies, social media, processes, tools, templates, technology, interview and assessment techniques, selection criteria, etc.
    • Support the HR team with the effective execution of talent acquisition strategies.
    • Consult with management on recruitment processes, ensuring adherence and alignment.
    • Support performance management, talent development, and succession planning initiatives.
  • Compliance and Risk Management:
    • Conduct research and analyze HR issues and initiatives, leading or supporting projects as assigned.
    • Remain current on all relevant legislation and ensure organizational compliance with regulatory and legal requirements.
    • Stay up-to-date on existing and upcoming legislation to determine the HR impact on the organization.
Qualifications & Requirements

The ideal candidate will possess:

  • A University degree or college diploma specializing in Human Resources, or a related specialization.
  • A Chartered Professional in Human Resources (CPHR) designation is an asset.
  • A minimum of five years of progressive experience in a moderately complex human resources generalist capacity.

  • Ability to make administrative and procedural recommendations, decisions, and judgments on sensitive and confidential issues.
  • Ability to communicate effectively both in writing and verbally.
  • A high-level of competency with MS Office programs.

Working Conditions

The successful candidate will work in a hybrid/remote schedule as determined in consultation with the Manager.

Occasional evening and weekend hours may be required to support operational initiatives.

Ability to travel on public transportation or valid drivers license with access to own car in good repair is required.
