Job Summary

The University of the Virgin Islands is seeking a highly skilled and experienced Procurement Director to lead its Purchasing Department. The successful candidate will be responsible for managing the procurement process, ensuring timely and cost-effective delivery of goods and services to the University.

Key Responsibilities
  1. Manage the overall operations of the procurement card program, ensuring compliance with University policies and procedures.
  2. Supervise the Central Purchasing unit, overseeing the procurement of supplies, equipment, and services.
  3. Coordinate bids for major purchases, ensuring a competitive and fair process.
  4. Review and approve purchase orders, check requisitions, and petty cash expenditures for purchasing office activities.
  5. Provide oversight and policy direction for supply management activities, including procurement systems, contract management, tendering, ordering, receiving, and distribution of supplies and services.
  6. Lead the development, implementation, and strategic purchasing plans to continuously improve purchasing operations.
  7. Analyze support structures and system needs, as well as department policies and processes.
  8. Initiate changes and/or establish new systems as appropriate.
  9. Make recommendations and develop implementation plans.
  10. Review and approve all purchase requisitions from University units to ensure compliance with University policies and procedures.
  11. Supervise the formal solicitation process for the University community, ensuring a competitive bid process.
  12. Conduct training on procurement processes and procedures for University staff.
  13. Direct and supervise staff in the Department.
  14. Manage planning and conducting of the annual fixed asset inventory.
Requirements

The ideal candidate will possess a Master's degree in Business Management/Administration, Public Administration, or a related field, and five years of general business experience. Experience in procurement is preferred.

The successful candidate will also possess:

  • Proven proficiency in Microsoft Office Suite software, including Excel and Word.
  • Working knowledge of SCT/BANNER or related systems.
  • Ability to solve complex problems, analyze data, and communicate effectively.
  • Ability to supervise a diverse group of individuals and demonstrate effective interpersonal and communication skills.
Working Conditions

The Procurement Director will work in a high-stress environment, with high pressure to meet deadlines. The successful candidate must be self-motivated, composed, and able to sit for extended periods.
