Position Overview

The Engineering Technologist (Planning) plays a crucial role within the Regulatory Services Department, reporting directly to the Approvals Coordinator. This position is essential for the assessment of applications related to the connection and extension of municipal water, wastewater, and stormwater systems.

Key Responsibilities

  • Evaluate applications, technical drawings, specifications, and supporting documentation to ensure compliance with the Halifax Water Design and Construction Specifications and associated guidelines.
  • Draft approval letters for the Engineer's signature concerning connections to or extensions of water, wastewater, and stormwater systems.
  • Develop Halifax Water Services Agreements pertaining to the expansion of water, wastewater, and stormwater infrastructure.
  • Assess submissions from other utility providers for acceptable separations from Halifax Water infrastructure and prepare clearance letters for the Engineer's endorsement.
  • Prepare notifications regarding water, wastewater, and stormwater systems for internal departments, including Customer Care and Operations.
  • Contribute to the formulation and upkeep of master plans for water and wastewater systems.
  • Assist in the creation and management of a computerized hydraulic network model for the regional water system and a capacity analysis model for the regional wastewater system.
  • Engage with customers, developers, consultants, contractors, Halifax Water personnel, and other external agencies.
  • Review applications and associated drawings for domestic and sprinkler services, as well as Backflow Prevention (BFP) devices.
  • Generate approval letters for domestic and sprinkler services and BFP devices for the Engineer's signature.
  • Conduct inspections of domestic and sprinkler piping, including BFP devices.
  • Compile capital work order closeouts for the Engineer's approval.
  • Support construction activities through inspection, data collection using Total Station survey equipment, field testing, quantity calculations, data post-processing, and related tasks.
  • Perform additional related duties as assigned.

Qualifications

Education:

  • Post-secondary diploma in Civil Engineering Technology or equivalent engineering coursework.

Experience:

  • A minimum of five years of relevant experience in a municipal engineering setting, particularly in construction inspection and related engineering activities.

Certificates/Licenses/Registrations:

  • Registered or eligible for registration as a Certified Engineering Technologist (C.E.T.) with TechNova.
  • Willingness to undertake and maintain training in First Aid, Confined Space Entry, Fall Protection, Electrical Awareness, WHMIS, and ICS 100.
  • Possession of a valid Nova Scotia Driver's License.

Knowledge, Skills, and Abilities

  • Proficient in engineering software applications.
  • Familiarity with specifications, codes, legislation, rules, and regulations governing municipal water, wastewater, and stormwater systems.
  • Understanding of CCC principles, standards, regulations, approved devices, and testing methodologies.
  • Surveying expertise and capability with survey equipment.
  • Strong communication skills, both verbal and written.
  • Excellent organizational skills and record-keeping capabilities.
  • Exceptional customer service skills with the ability to foster effective working relationships.
  • Ability to work independently and collaboratively with minimal supervision.
