Position Overview
The Director of Infrastructure Engineering plays a pivotal role in overseeing a dedicated team of engineering professionals tasked with the design and execution of essential water, wastewater, and stormwater projects. Reporting directly to the Senior Manager of Capital Project Delivery, this position requires a deep understanding of Halifax Water's infrastructure and a commitment to delivering capital projects that align with the organization's long-term strategic objectives.

Key Responsibilities

Provide comprehensive leadership and management for the Infrastructure Engineering Team, including staff supervision, prioritization of tasks, and fostering professional development. Oversee the capital budget for the Infrastructure Engineering Team, ensuring all projects have clear execution plans with defined financial and scheduling goals. Build and maintain collaborative relationships with key stakeholders, including colleagues at Halifax Regional Municipality, to facilitate a unified approach to capital project delivery. Lead efforts in relationship management, procurement strategies, risk assessment, and conflict resolution involving consulting engineering firms and contractors. Manage capital funding requests to relevant boards and regulatory bodies for projects within the Infrastructure Engineering portfolio. Engage with various stakeholders, including consultants, contractors, developers, and community groups, to ensure effective communication and project alignment. Contribute to the development of the business plan and operating budget for the Infrastructure Engineering section, ensuring alignment with broader organizational goals. Support enhancements to capital budget development and delivery processes. Provide expert technical support and guidance to other departments and business units. Perform additional related duties as required.

Reporting Structure
Reports to: Senior Manager of Capital Project Delivery
Direct Reports: Engineers, Technologists
Indirect Reports: Consultants, Contractors

Qualifications

Education:
A post-secondary degree in Engineering (civil, municipal, environmental, or equivalent) with a Professional Engineer (P. Eng.) designation.

Experience:
A minimum of five to seven years of progressively responsible engineering experience, particularly in municipal engineering, with direct supervisory experience or experience leading technical teams.

Other Requirements:
Must be eligible for membership with Engineers Nova Scotia and willing to undertake necessary safety training.

Knowledge, Skills, and Abilities:

In-depth knowledge of relevant Provincial Acts, Water Utility Regulations, and municipal policies. Strong understanding of engineering principles related to municipal water systems. Proficient in national, provincial, and municipal engineering standards and guidelines. Proven ability to develop effective engineering solutions for municipal infrastructure challenges. Exceptional leadership, motivational, and interpersonal skills. Strong communication skills, both verbal and written. Ability to manage change and advocate for improvements. Capacity to build and maintain effective working relationships. High initiative and ability to drive results through team collaboration. Strong stakeholder engagement skills.
