Position Overview
The Director of Infrastructure Engineering is responsible for overseeing a team of skilled professionals dedicated to the design and execution of water, wastewater, and stormwater capital initiatives. Reporting to the Senior Manager of Capital Project Delivery, this role requires a deep understanding of Halifax Water's infrastructure, focusing on the effective delivery of capital projects aligned with long-term strategic objectives.

Key Responsibilities

Provide comprehensive leadership and management for the Infrastructure Engineering Team, including staff supervision, prioritization of tasks, and the development of standard operating procedures. Oversee the management of the capital budget portfolio, ensuring all projects in the design and construction phases have clear execution plans with defined financial and scheduling goals. Foster and maintain collaborative relationships with colleagues at Halifax Regional Municipality (HRM) to promote a unified approach to capital project delivery. Lead efforts in relationship management, procurement strategies, risk assessment, and conflict resolution involving consulting engineering firms and contractors. Manage capital funding requests to relevant boards for projects within the Infrastructure Engineering portfolio. Engage with various stakeholders, including consultants, contractors, community groups, and government representatives, to facilitate project success. Contribute to the formulation of the business plan and operating budget for the Infrastructure Engineering section, aligning with departmental and corporate strategic goals. Support enhancements to capital budget development and delivery processes. Provide expert technical support and guidance to other business units and departments. Perform additional duties as assigned.

Reporting Structure
Reports to: Senior Manager of Capital Project Delivery
Direct Reports: Engineers, Technologists
Indirect Reports: Consultants, Contractors

Qualifications
Education:
A post-secondary degree in Engineering (civil, municipal, environmental, or equivalent) with a Professional Engineer (P. Eng.) designation is required.
Experience:
A minimum of five to seven years of progressively responsible engineering experience, including leadership of municipal engineering projects and direct supervisory experience.

Other Requirements

Eligibility for membership with Engineers Nova Scotia. Willingness to undertake and maintain safety training as required.

Knowledge, Skills, and Abilities

In-depth knowledge of Provincial Acts, Water Utility Regulations, and relevant policies. Strong understanding of engineering principles related to municipal water system infrastructure. Proven ability to develop effective engineering solutions for municipal infrastructure challenges. Exceptional leadership, motivational, and interpersonal skills. Excellent verbal and written communication abilities. Capacity to manage change and advocate for improvements. Ability to build and maintain effective working relationships. High initiative and capability to achieve results through team collaboration.
