Position Overview:

The Engineering Approvals Operations Specialist, under the supervision of the Project Manager - Engineering Approvals, plays a crucial role in overseeing the inspection of Service Connections and related components linked to the Halifax Water Systems. This position entails the systematic collection, documentation, and retrieval of essential record information.

Key Responsibilities:

  • Conduct inspections of Water, Wastewater, and Stormwater Service Connections and their associated components integrated into the Halifax Water Systems.
  • Manage the collection, documentation, and retrieval of record information pertinent to Water, Wastewater, and Stormwater Service Connections.
  • Ensure compliance of Service Connections and related components with Halifax Water's established standards.
  • Review and finalize Service Connection documentation to confirm adherence to Halifax Water Design Specifications and Supplementary Standard Specifications.
  • Evaluate acceptance packages for compliance with design specifications for new multi-unit, industrial, commercial, and institutional Service Connections, including necessary testing and certification.
  • Assist in the identification and location of Halifax Water infrastructure as required.
  • Input collected record information from global positioning systems and surveying tools into Halifax Water databases.
  • Collaborate with customers, developers, consultants, contractors, Halifax Water personnel, and external agencies.
  • Perform inspections, testing, and commissioning of Halifax Water Systems as needed.
  • Execute additional related tasks as assigned.

Reporting Structure:

Reports to: Inspections Coordinator - Engineering Approvals

Qualifications:

Education:

  • Post-Secondary diploma in Civil Engineering Technology with Certified Engineering Technologist designation.

Experience:

  • A minimum of five years of experience in a municipal engineering environment.

Additional Requirements:

  • Must be a registered member with TechNova as a Certified Engineering Technologist.
  • Possession of a valid Nova Scotia Driver's License is required.
  • Willingness to complete and maintain safety training, including First Aid and Globally Harmonized System (GHS) training.

Knowledge, Skills, and Abilities:

  • Comprehensive understanding of Halifax Water's Rules and Regulations, Design Specifications, and Supplementary Standard Specifications.
  • In-depth knowledge of relevant Provincial and Municipal acts, by-laws, and legislation governing the installation of Service Connections.
  • Familiarity with national, provincial, and municipal standards and guidelines related to Service Connections.
  • Proven ability to manage change effectively.
  • Strong verbal and written communication skills.
  • Ability to prioritize tasks and consistently meet deadlines.
  • Proficiency in municipal engineering software applications.
  • Experience with Global Positioning Systems data collection.
  • Competence in using surveying equipment.
