Position Title: Operations Technologist - Engineering Approvals

Department: Regulatory Services

Primary Function: The Operations Technologist - Engineering Approvals plays a crucial role in overseeing the inspection of Service Connections and related components linked to the Halifax Water Systems. This position is responsible for the systematic collection, generation, and retrieval of essential record information.

Key Responsibilities:

  • Conduct inspections of Water, Wastewater, and Stormwater Service Connections and associated components connected to the Halifax Water Systems.
  • Gather, produce, and retrieve record information pertinent to Water, Wastewater, and Stormwater Service Connections and their components.
  • Ensure that all installations comply with the standards set forth by Halifax Water.
  • Review and finalize Service Connection documentation to confirm adherence to Halifax Water Design Specifications and Supplementary Standard Specifications.
  • Evaluate acceptance packages for compliance with Halifax Water Design Specifications and Supplementary Standard Specifications for new multi-unit, industrial, commercial, and institutional Service Connections, including testing, certification, and record drawing information.
  • Assist in identifying the locations of Halifax Water infrastructure as needed.
  • Input record information collected via global positioning systems and surveying tools into Halifax Water databases.
  • Collaborate with customers, developers, consultants, contractors, Halifax Water personnel, and other external agencies.
  • Perform inspections, testing, and commissioning of Halifax Water Systems as required.
  • Execute additional related tasks as assigned.

Reporting Structure:

Reports to: Inspections Coordinator - Engineering Approvals

Minimum Qualifications:

Education:

  • Post-Secondary diploma in Civil Engineering Technology with Certified Engineering Technologist designation.

Experience:

  • A minimum of five years of experience in a municipal engineering environment.

Other Requirements:

  • Must be a registered member with TechNova as a Certified Engineering Technologist.
  • Possession of a valid Nova Scotia Driver's License is required.
  • Willingness to undertake and maintain safety training, including First Aid and Globally Harmonized System (GHS) training, along with any additional safety training as mandated by legislative and operational needs.

Knowledge, Skills, and Abilities:

  • Comprehensive understanding of Halifax Water's Rules and Regulations, Design Specifications, and Supplementary Standard Specifications.
  • In-depth knowledge of Provincial and Municipal acts, by-laws, and legislation related to the installation of Service Connections and their components.
  • Thorough familiarity with national, provincial, and municipal standards, specifications, policies, and guidelines relevant to the installation of Service Connections and their components.
  • Proven ability to manage change effectively.
  • Strong communication skills, both verbal and written.
  • Ability to prioritize tasks and consistently meet deadlines.
  • Proficiency in municipal engineering software applications is essential.
  • Experience with Global Positioning Systems data collection.
  • Ability to operate surveying equipment competently.
