Position Overview:

The Engineering Approvals Operations Specialist, under the supervision of the Project Manager - Engineering Approvals, plays a crucial role in overseeing the inspection of Service Connections and related components linked to the Halifax Water Systems. This position involves the systematic collection, documentation, and retrieval of essential records.

Key Responsibilities:

  • Conduct thorough inspections of Water, Wastewater, and Stormwater Service Connections and their associated components to ensure compliance with Halifax Water standards.
  • Manage the collection, documentation, and retrieval of records pertinent to Water, Wastewater, and Stormwater Service Connections.
  • Verify that all installations meet the regulatory requirements set forth by Halifax Water.
  • Review and finalize Service Connection documentation to ensure adherence to Halifax Water Design Specifications and Supplementary Standards.
  • Assess acceptance packages for compliance with Halifax Water Design Specifications, focusing on new multi-unit, industrial, commercial, and institutional Service Connections.
  • Assist in locating Halifax Water infrastructure as needed.
  • Input record information gathered through global positioning systems and surveying tools into Halifax Water databases.
  • Engage with customers, developers, consultants, contractors, Halifax Water personnel, and other external agencies.
  • Perform inspections, testing, and commissioning of Halifax Water Systems as required.
  • Execute additional related tasks as assigned.

Reports to: Inspections Coordinator - Engineering Approvals

Qualifications:

Education:

  • Post-Secondary diploma in Civil Engineering Technology with a Certified Engineering Technologist designation.

Experience:

  • A minimum of five years of experience in a municipal engineering environment.

Additional Requirements:

  • Must be a registered member with TechNova as a Certified Engineering Technologist.
  • Possession of a valid Nova Scotia Driver's License is required.
  • Willingness to undertake and maintain safety training, including First Aid and Globally Harmonized System (GHS) training.

Knowledge, Skills, and Abilities:

  • In-depth understanding of Halifax Water's Rules and Regulations, Design Specifications, and Supplementary Standards.
  • Comprehensive knowledge of relevant Provincial and Municipal acts, by-laws, and legislation.
  • Strong familiarity with national, provincial, and municipal standards and guidelines related to Service Connections.
  • Proven ability to manage change effectively.
  • Excellent communication skills, both verbal and written.
  • Strong organizational skills with the ability to prioritize tasks and meet deadlines consistently.
  • Proficiency in municipal engineering software applications.
  • Experience with Global Positioning Systems data collection and surveying equipment.
