Pembina Pipeline Corporation is at the forefront of developing sustainable energy solutions through its Cedar LNG project, a groundbreaking initiative in partnership with the Haisla Nation. This project aims to establish the largest Indigenous Nation-owned infrastructure in Canada, showcasing an exceptional environmental profile. Located in Kitimat, British Columbia, Cedar LNG is strategically designed to utilize Canada's rich natural gas resources, contributing to the production of low-carbon, competitively priced LNG for international markets.

The success of Cedar LNG is built on robust collaboration with neighboring Indigenous Nations and communities, ensuring responsible project design, construction, and operation. This initiative promises significant economic benefits, including job creation and training opportunities, with a peak workforce of up to 500 during construction and around 100 full-time positions once operational.

At Cedar LNG, community engagement is a core value, reflected in our investment programs aimed at fostering local development. The facility will operate entirely on renewable energy from BC Hydro, positioning it as one of the lowest carbon intensity LNG facilities globally, thereby supporting the transition from coal energy in Asia and enhancing global energy security.

Position Overview:

The Senior Safety Specialist will be pivotal in cultivating a safety-centric culture at Cedar LNG, embodying the principle that "Safety Starts with Me" and striving for a target of "Zero by Choice". This role involves leveraging existing Pembina programs to develop, implement, and maintain a comprehensive Safety Program tailored for the Cedar LNG project throughout its various phases, including construction, commissioning, and operational transition.

Reporting directly to the Director of Occupational Health & Safety, the Specialist will play a crucial role in fostering a strong safety culture by providing expert guidance to the project team and addressing daily safety challenges that arise during construction and operations. This includes offering additional support for the offshore construction of the floating LNG facility.

This position is primarily based in the Calgary corporate office, with regular site visits as necessary, and may transition to Kitimat, BC, once the facility becomes operational. The Specialist will collaborate closely with Pembina's Safety department to ensure alignment with safety standards, policies, and best practices.

Key Responsibilities:
  • Lead the implementation of Cedar LNG's Safety Program, developing and maintaining essential Health and Safety standards and procedures.
  • Act as the primary liaison between the Pembina Safety Department and the Cedar LNG Project team.
  • Ensure compliance with relevant regulatory agencies, including WorkSafeBC, Employment and Social Development Canada, Technical Safety BC, and the BC Energy Regulator.
  • Conduct assessments to identify regulatory requirements and document any compliance gaps.
  • Provide safety response and support for incident investigations, ensuring timely reporting and resolution.
  • Assist in developing Emergency Response Plans in collaboration with the Emergency Management Team.
  • Maintain project Health and Safety Policy in alignment with Pembina's Environment, Health and Safety Policy.
  • Create a roadmap for regulatory Health and Safety readiness.
  • Oversee the development and delivery of Health and Safety training for employees and contractors.
  • Promote a proactive Health and Safety culture through employee engagement and education initiatives.
  • Maintain relationships with local authorities and regulatory agencies regarding compliance matters.
  • Champion continuous improvement in Health and Safety practices.
  • Conduct bi-monthly safety inspections and audits of construction activities.
  • Support the Process Safety team in the Management of Change process.
  • Foster an equitable, diverse, and inclusive workplace.
Qualifications:
  • 10+ years of experience in oil and gas, petrochemical operations, or safety disciplines.
  • Degree or Diploma in Occupational Health and Safety with Canadian Registered Safety Professional (CRSP) designation.
  • Experience in marine construction and LNG operations.
  • Strong knowledge of industry safety standards and regulations.
  • Proven ability to manage change and solve complex problems.
  • Proficiency in MS Office and familiarity with business intelligence tools.
  • Extensive experience with ISNetworld and related auditing protocols.
