Overview

Reporting to the Senior Director of Institutional & Strategic Priorities, the Director of Institutional Programs plays a pivotal role in driving transformation through university-wide policy and program initiatives. This position is designed to challenge conventional frameworks and promote cultural evolution through innovative initiatives. The incumbent will oversee the Policy & Program unit, collaborating closely with both internal and external stakeholders across all levels of the university.

The Director also provides guidance on sensitive and confidential issues critical to the institution. This role participates in university committees and working groups as an advisor on equity and anti-racism policies, offering leadership on significant and cross-institutional priorities.

Key Responsibilities

Strategic Leadership

  • Directs the strategic vision of the EDI-R Office's Policy & Programs portfolio.
  • Leads the development of long-term strategic plans to advance equity, diversity, inclusion, and anti-racism across the institution, providing expert counsel to senior administrators, faculty, staff, and students on related issues.
  • Engages with the university community to identify and address equity and anti-racism challenges, considering various protected identities.
  • Represents the EDI-R leadership team, collaborating with various offices on campus, including Indigenous Relations and Sexual Violence Prevention.
  • Participates in committees focused on the challenges faced by historically marginalized and racialized communities.
  • Consults with senior decision-makers on equity and anti-racism matters, ensuring confidentiality and sensitivity in handling complex issues.
  • Works with the Inclusive Communications team to develop communications regarding equity and anti-racism.
  • Maintains an up-to-date understanding of best practices in equity and anti-racism.
  • Builds strong relationships with students, staff, and faculty to gather input on key initiatives.

Program Development and Implementation

  • Evaluates and develops new strategies and programs to eliminate systemic barriers and foster a culture of equity and anti-racism.
  • Oversees the planning, implementation, monitoring, and annual reporting on institutional priorities.
  • Utilizes project management methodologies to ensure effective management of equity and anti-racism initiatives.
  • Develops strategies to support equitable access to educational resources and reviews university practices through an equity lens.
  • Conducts research related to equity and anti-racism, including literature reviews and data analysis.

Policy Development and Review

  • Leads the creation and assessment of institutional policies with an equity and anti-racism perspective.
  • Analyzes existing policies to identify areas for enhancement.
  • Collaborates with stakeholders to gather feedback on policy revisions.
  • Ensures alignment of policies with legal standards and institutional values.
  • Monitors the implementation of policies and contributes to necessary adjustments.
  • Establishes processes for regular policy evaluations.
  • Prepares reports on policy outcomes for stakeholders.

Risk Management and Oversight

  • Conducts internal audits to ensure policy compliance and effectiveness.
  • Monitors risk management strategies for relevance and efficacy.
  • Maintains a database of risk management activities.
  • Provides regular updates to the Senior Director regarding risk management.
  • Ensures adherence to record-keeping requirements.

Leadership and Staff Development

  • Leads the Policy & Programs unit.
  • Recruits and manages staff to achieve unit objectives.
  • Coaches and develops employees to support their growth.
  • Conducts annual performance evaluations for direct reports.

Qualifications

  • Master's degree in a relevant field, preferably focused on human rights, diversity, equity, and inclusion.
  • Progressive experience in senior roles addressing equity and inclusion in a complex organization.
  • Proven project management skills and ability to align priorities with strategic goals.
  • Experience in implementing corporate equity and anti-racism policies.
  • Staff management experience with a focus on performance management.
  • Expertise in leading large-scale change initiatives.
  • Strong understanding of the socio-political context of equity and anti-racism movements.
  • Experience collaborating with diverse stakeholders.
  • Ability to develop and implement educational programs related to equity.
  • Experience managing budgets effectively.
  • Strong political acumen and strategic thinking abilities.
  • Excellent organizational and project management skills.
  • High level of interpersonal skills and effective communication.
  • Advanced proficiency in relevant software and research methodologies.
