Key Responsibilities

The GO Expansion program represents the most extensive transit infrastructure initiative in Canadian history. This program aims to revolutionize rail services in the Greater Toronto and Hamilton Area (GTHA) by providing comprehensive two-way GO train service and enhancing the passenger experience with advanced electric locomotives. The program encompasses various projects, including Early Works, off-corridor stations, infrastructure upgrades, and on-corridor enhancements such as new tracks, platforms, facilities, grade separations, and electrification.

The MCS team has been appointed as the Program Delivery Partner (PDP) for Metrolinx, tasked with delivering the GO Expansion program and enhancing Metrolinx's capability to manage large-scale projects in the future.

The Senior Construction Project Leader will collaborate closely with Metrolinx Project Delivery Teams (PDTs), Principal Contractors, Project Managers, and Corridor Leads on the GO Expansion Program.

This role requires a proactive approach to fostering a culture of excellence in construction management throughout the GO Expansion. Responsibilities include:

  • Serving as a safety champion across the delivery program.
  • Identifying and addressing construction resource constraints and interface challenges.
  • Recommending modifications to project delivery strategies and proposing improvements to business and operational processes.
  • Conducting site evaluations and reviewing design documentation, drawings, and specifications.
  • Confirming that Construction Methodology Work Plans, risk assessments, and excavation permits meet approved standards before commencing work activities.
  • Identifying opportunities to enhance the delivery experience of the PDTs through coaching and mentoring on-site teams.
  • Contributing to the development of proactive Health and Safety strategies for Constructors and PDTs.
  • Issuing timely daily shift reports on site progress, documenting safety, quality, environmental, staffing, access, and program issues.
  • Engaging with clients and stakeholders to ensure project objectives are met.
  • Building and maintaining networks with peer project teams and other disciplines.
  • Working flexible shift patterns, including days, nights, and weekends.

Technical Competencies Required:

  • Proven experience as a construction manager in the rail sector, including stations, tracks, bridges, overhead catenary systems, signaling, and communications.
  • Strong understanding of construction methodologies, innovative delivery methods, technology, planning, and site logistics.
  • Commercial awareness and foundational knowledge of construction contract law, including various contract types.
  • Excellent oral and written communication skills, along with strong presentation capabilities.
  • Staying informed about key industry trends through networking and continued professional development (CPD), and sharing insights with colleagues and clients.
  • Proficiency in office technology, software, and applications.
  • Well-developed decision-making skills.
  • Taking ownership of identifying, solving, and overcoming challenges while keeping stakeholders informed of developments.
  • Delivering results that consistently exceed client expectations.
